Revert history-store changes (#24471) ...

This reverts commit 20e562bd99af92c454bb2d4ed0b080b3539e24f3, 161256eef850704b91654ab97580da0385e00b80 and a8292d25f80ab0b361498d7097539e34824641c9.

It looks like this affected cache-restoration of topic lists in some circumstances. It also looks like routing behavior may vary when toggling the loading indicator between spinner and slider.

More investigation and testing required.
