go.mod: Upgrade CertMagic to v0.16.0
Includes several breaking changes; code base updated accordingly.

- Added lots of context arguments
- Use fs.ErrNotExist
- Rename ACMEManager -> ACMEIssuer; CertificateManager -> Manager
