DEV: Make `discourse-common` an Ember addon. (#9578) This is to help with the migration to Ember CLI. In the current running version of Discourse everything should be the same as before, just with a few extra files that are not used. However, using Ember CLI this can be installed as an Ember addon. FEATURE: Stricter rules for user presence Previously we would consider a user "present" and "last seen" if the browser window was visible. This has many edge cases, you could be considered present and around for days just by having a window open and no screensaver on. Instead we now also check that you either clicked, transitioned around app or scrolled the page in the last minute in combination with window visibility This will lead to more reliable notifications via email and reduce load of message bus for cases where a user walks away from the terminal

Refactor notifications `localStorage` cache into adapter pattern. Sometimes you want stale data right away, then refresh it async. This adds `findStale` to the store for that case. If it returns an object with `hasResults` you can get the `results` and display them. It also returns a `refresh()` method to freshen up the stale data. To enable `localStorage` support for stale data, just include the mixin `StaleLocalStorage` into an adapter for that model. This commit includes a sample of doing that for `Notifications`.

REFACTOR: Move `app-events:main` to `service:app-events` (#8152) AppEvents was always a service object in disguise, so we should move it to the correct place in the application. Doing this allows other service objects to inject it easily without container access. In the future we should also deprecate `this.appEvents` without an explicit injection too.
