DEV: Replace #pluck_first freedom patch with AR #pick in core (#19893)
The #pluck_first freedom patch, first introduced by @danielwaterworth has served us well, and is used widely throughout both core and plugins. It seems to have been a common enough use case that Rails 6 introduced it's own method #pick with the exact same implementation. This allows us to retire the freedom patch and switch over to the built-in ActiveRecord method.

There is no replacement for #pluck_first!, but a quick search shows we are using this in a very limited capacity, and in some cases incorrectly (by assuming a nil return rather than an exception), which can quite easily be replaced with #pick plus some extra handling.

DEV: Remove PostAction/UserAction bookmark refs (#16681)
We have not used anything related to bookmarks for PostAction
or UserAction records since 2020, bookmarks are their own thing
now. Deleting all this is just cleaning up old cruft.

FEATURE: Add settings to scale daily flags limit (#15983)
Similar site settings exist for likes and edits and the new ones work
in a similar way.

By default, users below TL2 have a limit of 20, the limit is increased
by 1.5 for TL2 users up to 30, by 2 for TL3 users up to 40 and by 3 for
TL4 users up to 60.

FIX: Liking whispers should not contribute to Topic#like_count. (#15703)
Non-staff users are not allowed to see whisper so this change prevents
non-staff user from seeing a like count that does not make sense to
them. In the future, we might consider adding another like count column
for staff user.

FIX: when a flag is handled archive message for moderator group (#12798)
When a user flags a post with the “Something Else” option, a PM between
the user and the moderators group is created. If no moderators reply to
the PM, when the flag is handled at /review, an auto-reply is created
for the PM. However, the PM is not archived, it stays in the inbox.

This commit ensures that the PM is archived for moderator group when no
moderator has replied to that PM.

FIX: Stop updating bookmarked column from TopicUser.update_post_action_cache (#10188)
* This is causing issues where sometimes bookmarked is out of sync with what is in the Bookmark table. The BookmarkManager handles updating this column now.
* Add migration to fix bookmarked column that is incorrectly marked false when a Bookmark record exists.

55a1394342 DEV: pluck_first
Doing .pluck(:column).first is a very common pattern in Discourse and in
most cases, a limit cause isn't being added. Instead of adding a limit
clause to all these callsites, this commit adds two new methods to
ActiveRecord::Relation:

pluck_first, equivalent to limit(1).pluck(*columns).first

and pluck_first! which, like other finder methods, raises an exception
when no record is found

427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

9be70a22cd DEV: introduce new API to look up dynamic site setting
This removes all uses of both `send` and `public_send` from consumers of
SiteSetting and instead introduces a `get` helper for dynamic lookup

This leads to much cleaner and safer code long term as we are always explicit
to test that a site setting is really there before sending an arbitrary
string to the class

It also removes a couple of risky stubs from the auth provider test

b58867b6e9 FEATURE: New 'Reviewable' model to make reviewable items generic

bc3efab816 FIX: When disagreeing with a flag that silenced a user, unsilence them
Previously it would unhide their post but leave them silenced.

This fix also cleans up some of the helper classes to make it easier
to pass extra data to the silencing code (for example, a link to the
post that caused the user to be silenced.)

This patch also refactors the auto_silence specs to avoid using
stubs.

5eaf3cb104 Adjusts the minimum_flag_threshold for TL3/TL4 actions
Before this patch, a high trust level user could flag something
and have an action be taken, as well as skipping the flag queue.

Now, if a TL3/TL4 cause an action, the flag will skip the minimum
visibility check and allow staff to review it.

d1984a0b4d FIX: display a correct error when attempting to agree on a deferred flag
Previously we would raise a 500 error if a moderator tried to agree on a
flag another moderator deferred.

This can happen cause the UX for flags does not live refresh as flags
are handled

5f64fd0a21 DEV: remove exec_sql and replace with mini_sql
Introduce new patterns for direct sql that are safe and fast.

MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API

- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder

ac60a84329 FEATURE: New site setting min_flags_staff_visibility
When set higher than 1, flags won't show up for staff in the admin
section unless the minimum threshold of flags on a post is reached.
