DEV: Simplify breadcrumbs by using path arg (#27744)
Example:

```hbs
<DBreadcrumbItem
  @path="/admin/plugins/{{@plugin.name}}"
  @label={{@plugin.nameTitleized}}
/>
```

Using `@path` instead of `@route`+`@model` combo makes it impossible to pass temporarily unresolvable routes.

This fixes a bug with navigating from a model-based route to a parent route.

DEV: A different approach to breadcrumbs (#27365)
Really fully authored by Jarek, I only made the PR :)

The `DBreadcrumbItem` and `DBreadcrumbContainer` components
introduced in 1239178f49 have
some limitations, mainly that the container has no awareness of
its items, so nothing that requires positional knowledge can
be used. This is needed to use `aria-current` on the last breadcrumb
item, see https://www.w3.org/WAI/ARIA/apg/patterns/breadcrumb/examples/breadcrumb/.

We change `DBreadcrumbItem` to always be a link, removing
the need for `LinkTo`. Then, we introduce a service to keep
track of containers and items (since all items are rendered into
all containers) and make the item itself responsible for registering
to the service, and introduce the needed `aria-current` behaviour.

FEATURE: Introduce DBreadcrumbs components (#27049)
This commit introduces the following components:

* DBreadcrumbsContainer - The wrapper template-only component,
  which renders all DBreadcrumbsItem components on the page.
* DBreadcrumbsItem - The component that registers a LinkTo
  for the breadcrumb trail. The breadcrumb > trail > will
  show based on the order these items are rendered on the page.
* BreadcrumbsService - Manages the DBreadcrumbsContainer elements
  on the page via DBreadcrumbsContainerModifier.
* DBreadcrumbsContainerModifier - Handles registering DBreadcrumbsContainer
  elements with the BreadcrumbsService and deregistering them.

For now, we will only use these breadcrumbs in the admin section
of Discourse, and this initial commit only uses them in admin/plugins.

This is heavily based off of
https://github.com/Bagaar/ember-breadcrumbs,
but will be further modified for our needs.

FEATURE: More flexible admin plugin config nav definition (#26254)
This commit changes the API for registering the plugin config
page nav configuration from a server-side to a JS one;
there is no need for it to be server-side.

It also makes some changes to allow for 2 different ways of displaying
navigation for plugin pages, depending on complexity:

* TOP - This is the best mode for simple plugins without a lot of different
  custom configuration pages, and it reuses the grey horizontal nav bar
  already used for admins.
* SIDEBAR - This is better for more complex plugins; likely this won't
  be used in the near future, but it's readily available if needed

There is a new AdminPluginConfigNavManager service too to manage which
plugin the admin is actively viewing, otherwise we would have trouble
hiding the main plugin nav for admins when viewing a single plugin.

FIX: Improve admin plugin list and modernize code (#23256)
This commit contains a few improvements:

* Use LinkTo instead of a button with a weird action referencing the
  controller to navigate to the filtered settings for a plugin
* Add an AdminPlugin model with tracked properties and use that when
  toggling the setting on/off and in the templates
* Make it so the Settings button for a plugin navigates to the correct
  site setting category instead of always just going to the generic
  "plugins" one if possible

UX: Introduce toggle-switch UI for plugins (#22910)
This commit makes some visual tweaks to the admin panel plugin list, and introduces functional 'toggle switches' for admins to enable/disable plugins more easily.

The `args` argument is now deprecated. This commit uses a codemod (https://github.com/discourse/discourse-ember-codemods/tree/main/transforms/rename-plugin-outlet-args) to automatically rename all uses to `@outletArgs`.

26b5c0472f DEV: Remove use of PluginOutlet @tagName argument in core
The `tagName` argument is now deprecated. This commit uses a codemod (https://github.com/discourse/discourse-ember-codemods/tree/main/transforms/extract-plugin-outlet-tagname) to automatically remove the `@tagName` from all PluginOutlet invocations, and create a matching wrapper element so that the HTML structure is unchanged. We may want to remove some/all of these wrappers entirely in future, but that would be a riskier change which we should tackle on a case-by-case basis.

DEV: Update default tagName and connectorTagName for plugin outlets (#13685)
This commit should be a no-op for all existing core outlets. Outlets which are introduced by themes/plugins may see a change in behavior, and should follow the steps below if they want to maintain their previous behavior.

`tagName="" connectorTagName=""` is almost always the correct choice for plugin outlets. 40eba8cd introduced a `noTags=true` shortcut which achieved this, and left a comment saying it should be the future default. This commit does exactly that. To avoid any breaking changes for plugins, all existing plugin outlets have been reviewed and adjusted by following this logic:

1) If `noTags=true`, remove the `noTags` parameter, and do not complete any further steps
2) If `tagName` is not specified, set `tagName="span"` (the previous default)
3) If `connectorTagName` is not specified, set `selectorTagName="div"` (the previous default)
4) If `tagName=""`, remove it
5) If `connectorTagName=""`, remove it

The updates were accomplished with the help of a ruby script:
