Currently, if a group's visibility is set to "Group owners, members" then the mods can't view those group pages. The same rule is applied for members visibility setting too.
For sites that are configured to mute some or all categories and tags
for users by default, groups can now be configured to set members'
notification level to normal from the group manage UI.

This feature allows admins and group owners to define default
category and tag tracking levels that will be applied to user
preferences automatically at the time when users are added to the
group. Users are free to change those preferences afterwards.
When removed from a group, the user's notification preferences aren't
changed.

Admins & group owners always have visibility to group members.
Groups can now be marked as visible to "logged on users". All automatic groups (except `everyone`) are now visible to "logged on users", previously they were marked as public but suppressed in the group page for non-staff.

1. It creates a new object for each test by default,
2. You can disable it using PREFABRICATION=0
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.
Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
Mods require visibility to everyone group cause category dialogs need to
know about this.
If the site setting `allow moderators to create categories` will not function
without this
Note there is no security expansion of rights here, the group is technically
empty anyway and it always looks exactly the same on all discourse instances

Introduce new patterns for direct sql that are safe and fast.
MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API
- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder

By default in Discourse, if a group grants a user a particular trust
level that is locked even if they are removed from the group.
With this new setting, when a user is removed from a group their
trust level is set to either the next highest trust level based on group
membership, or they are unlocked and promoted based on the default
mechanisms.
