Currently the only way to allow tagging on pms is to use the `allow_staff_to_tag_pms` site setting. We are removing that site setting and replacing it with `pm_tags_allowed_for_groups` which will allow for non staff tagging. It will be group based permissions instead of requiring the user to be staff.
If the existing value of `allow_staff_to_tag_pms` is `true` then we include the `staff` groups as a default for `pm_tags_allowed_for_groups`.
When a user views a topic that contains a topic timer to publish to a
restricted category, an error occurs on the client side because the user
does not have access to information about the category.
This commit fixes it such that the topic timer is not shown to the user
if the user does not have access to the category.
It's very easy to forget to add `require 'rails_helper'` at the top of every core/plugin spec file, and omissions can cause some very confusing/sporadic errors.
By setting this flag in `.rspec`, we can remove the need for `require 'rails_helper'` entirely.

In order to include the new/unread count in the browse more message
under suggested topics, a couple of technical changes have to be made.
1. `PrivateMessageTopicTrackingState` is now auto-injected which is
similar to how it is done for `TopicTrackingState`. This is done so
we don't have to attempt to pass the `PrivateMessageTopicTrackingState`
object multiple levels down into the suggested-topics component. While
the object is auto-injected, we only fetch the initial state and start
tracking when the relevant private messages routes has been hit and only
when a private message's suggested topics is loaded. This is
done as we do not want to add the extra overhead of fetching the inital
state to all page loads but instead wait till the private messages
routes are hit.
2. Previously, we would stop tracking once the `user-private-messages`
route has been deactivated. However, that is not ideal since
navigating out of the route and back means we send an API call to the
server each time. Since `PrivateMessageTopicTrackingState` is kept in
sync cheaply via messageBus, we can just continue to track the state
even if the user has navigated away from the relevant stages.
This is just a hunch, but this is quite a complex test.
I think that there is some timing issue where the jobs
enqueued for generating the thumbnails via the serializer
thumbnails method and they aren't generated in time before
we do the json[:thumbnails] check. Split the tests up
into two, with one checking the right jobs are enqueued
and another with Jobs.run_immediately! that checks that
json[:thumbnails] is correct.
Over the years we have found that a few communities never discovered tags.
Instead of having them default off we now have them default on, ensuring
that everyone finds out about them.

* FEATURE: Allow Category Group Moderators to edit topic titles
Adds category group moderators to the topic guardian’s `can_edit` method.
The value of `can_edit` is returned by the topic view serializer, and this value determines whether the current user can edit the title/category/tags of the topic directly (which category group moderators could already do by editing the first post of a topic).
Note that the value of `can_edit` is now always returned by the topic view serializer (ie, for both true and false values) to cover the case where a topic is moved out of a category that a category group moderator has permissions on, so that when the topic is reloaded the UI picks up that `can_edit` is now false, and thus the edit icon should no longer be displayed.
* DEV: Add a comment explaining why `can_edit` is always returned
There are issues around displaying images on published pages when secure media is enabled. This PR temporarily makes it appear as if published pages are enabled if secure media is also enabled.
Trying to include this attribute when topic_user is nil causes an error when visiting a topic as anon. Additionally, we don't display the slow mode banner for these users.

This introduces new APIs for obtaining optimized thumbnails for topics. There are a few building blocks required for this:
- Introduces new `image_upload_id` columns on the `posts` and `topics` table. This replaces the old `image_url` column, which means that thumbnails are now restricted to uploads. Hotlinked thumbnails are no longer possible. In normal use (with pull_hotlinked_images enabled), this has no noticeable impact
- A migration attempts to match existing urls to upload records. If a match cannot be found then the posts will be queued for rebake
- Optimized thumbnails are generated during post_process_cooked. If thumbnails are missing when serializing a topic list, then a sidekiq job is queued
- Topic lists and topics now include a `thumbnails` key, which includes all the available images:

Remember that these are generated asynchronously, so your theme should include logic to fallback to other available thumbnails if your requested size has not yet been generated
- Two new raw plugin outlets are introduced, to improve the customisability of the topic list. `topic-list-before-columns` and `topic-list-before-link`
If the feature is enabled, staff members can construct a URL and publish a
topic for others to browse without the regular Discourse chrome.
This is useful if you want to use Discourse like a CMS and publish
topics as articles, which can then be embedded into other systems.
* Introduced fab!, a helper that creates database state for a group
It's almost identical to let_it_be, except:
1. It creates a new object for each test by default,
2. You can disable it using PREFABRICATION=0
This change shows a notification number besides the flag icon in the
post menu if there is reviewable content associated with the post.
Additionally, if there is pending stuff to review, the icon has a red
background.
We have also removed the list of links below a post with the flag
status. A reviewer is meant to click the number beside the flag icon to
view the flags. As a consequence of losing those links, we've removed
the ability to undo or ignore flags below a post.
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.
Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
