UX: Remove section heading for community section ()
Why is this change being made?

We've decided that the previous "community" section should look more
like a primary section that holds the most important navigation links
for the site and the word "community" doesn't quite fit that
description. Therefore, we've made the decision to drop the
section heading for the community section. 

As part of removing the section heading, the following changes are made
as well:

1. Button to customize the section has been moved to the "footer" of the
   "More..." section when `navigation_menu` site setting is set to `sidebar`. 
   When `navigation_menu` is set to `header dropdown`, a button to customize 
   the section is shown inline.

2. The section will no longer be collapsable.

3. The title of the section is no longer customisable as it is no longer
   displayed. As a technical note, we have not dropped any previous
   customisations of the section's title previously in case we have to
   bring back the header in the future.

4. The new topic button that was previously present in the header has
   been removed alongside the header. Admins can add a custom section
   link to the `/new-topic` route if there would like to make it easier for
   users to create a new topic in the sidebar.

More section needs to be wrapped in div with position:relative to have sticky and absolute position.

FIX: flaky sidebar-user-community-section-test ()
Change mechanism handling `more` button for sidebar.
Before it was using HTML details tag.
To make tests more reliable, we are switching to use ember runloop.

DEV: move sidebar community section to database ()
* DEV: move sidebar community section to database

Before, community section was hard-coded. In the future, we are planning to allow admins to edit it. Therefore, it has to be moved to database to `custom_sections` table.

Few steps and simplifications has to be made:
- custom section was hidden behind `enable_custom_sidebar_sections` feature flag. It has to be deleted so all forums, see community section;
- migration to add `section_type` column to sidebar section to show it is a special type;
- migration to add `segment` column to sidebar links to determine if link should be displayed in primary section or in more section;
- simplify more section to have one level only (secondary section links are merged);
- ensure that links like `everything` are correctly tracking state;
- make user an anonymous links position consistence. For example, from now on `faq` link for user and anonymous is visible in more tab;
- delete old community-section template.

FIX: Replace R2 gem with rtlcss for generating RTL CSS ()
We've had a couple of problems with the R2 gem where it generated a broken RTL CSS bundle that caused a badly broken layout when Discourse is used in an RTL language, see a3ce93b and 5926386. For this reason, we're replacing R2 with `rtlcss` that can handle modern CSS features better than R2 does.

`rltcss` is written in JS and available as an npm package. Calling the `rltcss` from rubyland is done via the `rtlcss_wrapper` gem which contains a distributable copy of the `rtlcss` package and loads/calls it with Mini Racer. See https://github.com/discourse/rtlcss_wrapper for more details.

UX: Add icons to all section links in Sidebar ()
This commit introduces an icon to all links in the sidebar. If an icon has not been configured, we will fall back to a generic "link" icon. As part of this commit, we also standardised the size of each prefix to 20px by 20px and set a fix margin. This is to allow sufficient space for text prefixes and image prefixes to be displayed. 

Tests have been intentionally left out for now as I don't feel like asserting for the icons will bring much value at this point. Time shall prove me wrong.

FEATURE: Add review link to community section for logged in user ()
When there are pending reviewables, the review section link is displayed
in the main section. When there are no pending reviewables, the review
section link is displayed under the more links drawer.

5990842dd9 UX: Revamp styling of sidebar
The following changes are made in this commit:

1. Move caret icon in sidebar section header to the right.
1. Each row in sidebar takes the full width which enables us to do a
full width highlight on hover and when sidebar link is active.
1. Ensure each row in Sidebar is of the same height.

UX: Make Sidebar more consistent with user menu on mobile ()
Before this commit, we carried custom code and styles for the sidebar on
mobile. This meant the look and feel of bringing up the sidebar on
mobile was very different from the user menu resulting in a very
inconsistent experience on mobile. Also, we could not leverage on the
existing swipe to close support on mobile.

In this commit, we made it such that the sidebar dropdown is always
rendered on mobile and made the interaction with the dropdown more
consistent with the user menu. There is also more parity with the old
hamburger dropdown when the experimental sidebar is disabled.

UX: Move About and FAQ links into secondary section in More... dropdown ()
This commit does not change any behaviour of the links and is simply
changing the positions of the links being displayed.
