* DEV: Upgrade Rails to 7.1

* FIX: Remove references to `Rails.logger.chained`

`Rails.logger.chained` was provided by Logster before Rails 7.1
introduced their broadcast logger. Now all the loggers are added to
`Rails.logger.broadcasts`.

Some code in our initializers was still using `chained` instead of
`broadcasts`.

* DEV: Make parameters optional to all FakeLogger methods

* FIX: Set `override_level` on Logster loggers (#27519)

DEV: Log Unicorn worker timeout backtraces to Rails.logger (#27257)
This commit introduces the following changes:

1. Introduce the `SignalTrapLogger` singleton which starts a single
thread that polls a queue to log messages with the specified logger.
This thread is necessary becasue most loggers cannot be used inside
the `Signal.trap` context as they rely on mutexes which are not
   allowed within the context.

2. Moves the monkey patch in `freedom_patches/unicorn_http_server_patch.rb` to
`config/unicorn.config.rb` which is already monkey patching
   `Unicorn::HttpServer`.

3. `Unicorn::HttpServer` will now automatically send a `USR2` signal to
a unicorn worker 2 seconds before the worker is timed out by the
   Unicorn master.

4. When a Unicorn worker receives a `USR2` signal, it will now log only
the main thread's backtraces to `Rails.logger`. Previously, it was
`put`ing the backtraces to `STDOUT` which most people wouldn't read.
Logging it via `Rails.logger` will make the backtraces easily
   accessible via `/logs`.

DEV: Add DISCOURSE_DUMP_BACKTRACES_ON_UNICORN_WORKER_TIMEOUT env (#27199)
This commit adds a `DISCOURSE_DUMP_BACKTRACES_ON_UNICORN_WORKER_TIMEOUT`
environment that will allow us to dump all backtraces for all threads of
a Unicorn worker 2 seconds before it times out. In development,
backtraces are dumped to `STDOUT` and in production we will dump it to
`unicorn.stdout.log`.

We want to dump all the backtraces to make it easier to identify the
cause of a Unicorn worker timing out.

DEV: Remove cache PG connection type map freedom patch (#26153)
Why this change?

Previously, we identified that ActiveRecord's PostgreSQL adapter
executes 3 db queries each time a new connection is created. The 3 db
queries was identified when we looked at the `pg_stats_statement` table
on one of our multisite production cluster. At that time, the hypothesis
is that because we were agressively reaping and creating connections,
the db queries executed each time a connection is created is wasting
resources on our database servers. However, we didn't see any the needle
move much on our servers after deploying the patch so we have decided to
drop this patch as it makes it harder for us to upgrade ActiveRecord in
the future.

DEV: Fix reloading type map not clearing cache (#25924)
Why this change?

This is a follow up to 408d2f8e69. When
`ActiveRecord::ConnectionAdapaters::PostgreSQLAdatper#reload_type_map`
is called, we need to clear the type map cache otherwise migrations
adding an array column will end up throwing errors.

DEV: Adds a freedom patch to cache connection type map (#25923)
Why this change?

This patch has been added to address the problems identified in https://github.com/rails/rails/issues/35311. For every,
new connection created using the PostgreSQL adapter, 3 queries are executed to fetch type map information from the `pg_type`
system catalog, adding about 1ms overhead to every connection creation.

On multisite clusters where connections are reaped more aggressively, the 3 queries executed
accounts for a significant portion of CPU usage on the PostgreSQL cluster. This patch works around the problem by
caching the type map in a class level attribute to reuse across connections.

DEV: Fix connections timeout in system test (#25835)
Why this change?

This regressed in 6e9fbb5bab because we
had a `request.xhr?` check before we decide to block requests. However,
there could not none-xhr requests which we need to block as well at the
end of each system test when `@@block_requests` is true.

This also reverts commit 6437f27f90.

DEV: Simplify sprockets configuration (#24111)
- Remove the wildcard crawler. This was already excluding almost all file types, but the exclude list was missing '.gjs' which meant those files were unnecessarily being hoisted into the `public/` directory during precompile

- Automatically include all ember-cli-generated assets without needing them to be listed. The main motivation for this change is to allow us to start using async imports via Embroider/Webpack. The filenames for those new async bundles will not be known in advance.

- Skips sprockets fingerprinting on Embroider/Webpack chunk JS files. Their filenames already include a fingerprint, and having sprockets change the filenames will cause problems for the async import feature (where filenames are included deep inside js bundles)

This commit also updates our ember-cli build so that it skips building plugin tests in the production environment. This should provide a slight build speed improvement.

DEV: Update TranslateAccelerator missing translation string (#22158)
Upstream added a capital 'T' to the 'Translation missing' message in https://github.com/ruby-i18n/i18n/commit/c5c6e753f3. This caused our translate accelerator patch to diverge, and the change in case affected a number of our specs. This commit updates the translate accelerator to match the upstream casing, and introduces a spec to detect future divergence.

PERF: Improve workbox loading strategy (#22019)
Previously workbox JS was vendored into our git repository, and would be loaded from the `public/javascripts` directory with a 1 day cache lifetime. The main aim of this commit is to add 'cachebuster' to the workbox URL so that the cache lifetime can be increased.

- Remove vendored copies of workbox.
- Use ember-cli/broccoli to collect workbox files from node_modules into assets/workbox-{digest}
- Add assets to sprockets manifest so that they're collected from the ember-cli output directory (and uploaded to s3 when configured)

Some of the sprockets-related changes in this commit are not ideal, but we hope to remove sprockets in the not-too-distant future.

DEV: Patch Sprockets::DirectiveProcessor to avoid extra newline (#21203)
By default, the Sprockets DirectiveProcessor introduces a newline between possible 'header' comments and the rest of the JS file. This causes sourcemaps to be offset by 1 line, and therefore breaks browser tooling. We know that Ember-Cli assets do not use Sprockets directives, so we can totally bypass the DirectiveProcessor for those files.

We're using v3 of Sprockets, which is no longer supported - upstreaming a fix will be difficult. Long term, we intend to move away from sprockets.

DEV: Replace #pluck_first freedom patch with AR #pick in core (#19893)
The #pluck_first freedom patch, first introduced by @danielwaterworth has served us well, and is used widely throughout both core and plugins. It seems to have been a common enough use case that Rails 6 introduced it's own method #pick with the exact same implementation. This allows us to retire the freedom patch and switch over to the built-in ActiveRecord method.

There is no replacement for #pluck_first!, but a quick search shows we are using this in a very limited capacity, and in some cases incorrectly (by assuming a nil return rather than an exception), which can quite easily be replaced with #pick plus some extra handling.

FIX: remove RS384 and RS512 cose ciphers (#18619)
RS256 was added for Windows Hello and as a side effect we speculatively added
RS384 and RS512. These ciphers were not tested and are now failing on solo

our side. It may be the case that this is a Solo key bug.

Regardless, we are removing the ciphers and will only consider adding them
again if absolutely needed.

DEV: Remove vendored babel and update config for plugins/themes (#17832)
The new plugin list is based on the ones currently used in our ember-cli pipeline, and are based on our official browser support policy.

This commit includes an update to the raw-handlebars compiler to remove the 'very hacky but lets us use ES6' code. It's served us well for the last 6 years, but the babel config changes broke it (`const` -> `let`). This commit takes the opportunity to refactor it to take a similar approach to PrettyText, by leaning on `mini-loader.js`.

fff3ff11c0 FIX: Make disabling TLS in mail possible again
Following the Rails 7 upgrade, the `DISCOURSE_SMTP_ENABLE_START_TLS`
setting doesn’t work anymore. This is because Rails upgraded the
`net-smtp` gem to the 0.3.1 version which enables `starttls` by default.
The `mail` gem doesn’t support this new behavior yet and doesn’t know
how to disable TLS. This should be fixed in an upcoming release.

Meanwhile applying this patch allows us to get back the previous
behavior which is expected by many.

DEV: Update to Sprockets 4.0 (#16467)
The main difference is that Sprockets 4.0 no longer tries to compile everything by default. This is good for us, because we can remove all our custom 'exclusion' logic which was working around the old sprockets 3.0 behavior.

The other big change is that lambdas can no longer be added to the `config.assets.precompile` array. Instead, we can do the necessary globs ourselves, and add the desired files manually.

A small patch is required to make ember-rails compatible. Since we plan to remove this dependency in the near future, I do not intend to upstream this change.

I have compared the `bin/rake assets:precompile` output before and after this change, and verified that all files are present.
