When `s3_bucket="bucket/folder` in discourse.conf, absolute_base_url
was bucket/folder.s3-region.amazonaws.com
These names are bad, but this mirrors the s3_bucket/s3_bucket_name in
S3Store
N.B. that nearby s3_upload_bucket _should_ include the folder
This feature can be enabled by choosing a destination for the
`shared drafts category` site setting.
* Staff members can create shared drafts, choosing a destination
category for the topic when it is published.
* Shared Drafts can be viewed in their category, or above the
topic list for the destination category where it will end up.
* When the shared draft is ready, it can be published to the
appropriate category by clicking a button on the topic view.
* When published, Drafts change their timestamps to the current
time, and any edits to the original post are removed.
This refactors handling of s3 so it can be specified via GlobalSetting
This means that in a multisite environment you can configure s3 uploads
without actual sites knowing credentials in s3
It is a critical setting for situations where assets are mirrored to s3.
This change-set allows setting different defaults for different locales.
It also:
- Adds extensive testing around site setting validation
- raises deprecation error if site setting has the default property based on env
- relocated site settings for dev and tests in the initializer
- deprecated client_setting in the site setting's loading process
- ensure it raises when a enum site setting being set
- default_locale is promoted to `required` category.
- fixes incorrect default setting and validation
- fixes ensure type check for site settings
- creates a benchmark for site setting
- sets reasonable defaults for Chinese

Along the lines for loading the locale files for a plugin we should also load the settings.yml for a plugin. Updated version 04f3e09 that moves the loading to a function. I do not understand why it was necessary to define the function physically earlier in the file as I thought ruby did two pass but that may only apply to functions and not stray code in the class.
