FIX: Topic Timer auto opening closed topics (#10524)
This commit is addressing an issue where it is possible that there could
be multiple topic timer jobs running to close a topic or a weird race
condition state causing a topic that was just closed to be re-opened.

By removing the logic from the Topic Timer model into the Topic Timer
controller endpoint we isolate the code that is used for setting an
auto-open or an auto-close timer to just that functionality making the
topic timer background jobs safer if multiple are running.

Possibly in the future if we would like this logic back in the model a
refactor will be needed where we actually pass in the auto-close and
auto-open action instead of mixing it with the close and open
action that is currently being passed to the controller.

13f2723dcb FIX: Don't log an error to logster if a topic could not be updated.
If for some reason an update did not go through (for example,
concurrently updating the same topic twice), we were logging something
like:

```
create_errors_json called with unrecognized type: #<Topic
```

This happened because we knew an error occurred but the active record
object had no errors attached.

This patch fixes the issue by attaching a proper error message in the
event that this happens.

FEATURE: Promote bookmarks with reminders to core functionality (#9369)
The main thrust of this PR is to take all the conditional checks based on the `enable_bookmarks_with_reminders` away and only keep the code from the `true` path, making bookmarks with reminders the core bookmarks feature. There is also a migration to create `Bookmark` records out of `PostAction` bookmarks for a site.

### Summary

* Remove logic based on whether enable_bookmarks_with_reminders is true. This site setting is now obsolete, the old bookmark functionality is being removed. Retain the setting and set the value to `true` in a migration.
* Use the code from the rake task to create a database migration that creates bookmarks from post actions.
* Change the bookmark report to read from the new table.
* Get rid of old endpoints for bookmarks
* Link to the new bookmarks list from the user summary page

c97244ca11 FIX: post edited webhook does not reflect updated topic title
This fix ensures that when a topic title is edited the new title shows
up in the post webhook instead of the old title.

Rather than passing in the old topic object to the PostRevisor the
PostRevisor initializer will load the updated topic object inside of the
initializer if you don't pass it in. This will allow the post_edited
webhook to have the correct topic values.

FEATURE: Send notifications for time-based and At Desktop bookmark reminders (#9071)
* This PR implements the scheduling and notification system for bookmark reminders. Every 5 minutes a schedule runs to check any reminders that need to be sent before now, limited to **300** reminders at a time. Any leftover reminders will be sent in the next run. This is to avoid having to deal with fickle sidekiq and reminders in the far-flung future, which would necessitate having a background job anyway to clean up any missing `enqueue_at` reminders.

* If a reminder is sent its `reminder_at` time is cleared and the `reminder_last_sent_at` time is filled in. Notifications are only user-level notifications for now.

* All JavaScript and frontend code related to displaying the bookmark reminder notification is contained here. The reminder functionality is now re-enabled in the bookmark modal as well.

* This PR also implements the "Remind me next time I am at my desktop" bookmark reminder functionality. When the user is on a mobile device they are able to select this option. When they choose this option we set a key in Redis saying they have a pending at desktop reminder. The next time they change devices we check if the new device is desktop, and if it is we send reminders using a DistributedMutex. There is also a job to ensure consistency of these reminders in Redis (in case Redis drops the ball) and the at desktop reminders expire after 20 days.

* Also in this PR is a fix to delete all Bookmarks for a user via `UserDestroyer`

FEATURE: Improving bookmarks part 2 -- Topic Bookmarking (#8954)
### UI Changes

If `SiteSetting.enable_bookmarks_with_reminders` is enabled:

* Clicking "Bookmark" on a topic will create a new Bookmark record instead of a post + user action
* Clicking "Clear Bookmarks" on a topic will delete all the new Bookmark records on a topic
* The topic bookmark buttons control the post bookmark flags correctly and vice-versa
Disabled selecting the "reminder type" for bookmarks in the UI because the backend functionality is not done yet (of sending users notifications etc.)

### Other Changes

* Added delete bookmark route (but no UI yet)
* Added a rake task to sync the old PostAction bookmarks to the new Bookmark table, which can be run as many times as we want for a site (it will not create duplicates).

```

Additionally when matching regexes always use strings. It does not make
sense to match a non string to a regex.

REFACTOR: redo DiscourseTagging.filter_allowed_tags (#8328)
This method had grown into a monster. Its query had bugs
that I couldn't fix, and new features would be hard to add.
Also I don't understand how it all works anymore...
Replace it with common table expressions that can be queried
to generate the results we need, instead of subtracting
results using lots of "NOT IN" clauses.

Fixed are bugs with tag schemas that use combinations of
tag groups, parent tags, and one-tag-per-topic restrictions.

55a1394342 DEV: pluck_first
Doing .pluck(:column).first is a very common pattern in Discourse and in
most cases, a limit cause isn't being added. Instead of adding a limit
clause to all these callsites, this commit adds two new methods to
ActiveRecord::Relation:

pluck_first, equivalent to limit(1).pluck(*columns).first

and pluck_first! which, like other finder methods, raises an exception
when no record is found

FIX: Properly encoded slugs when configured to (#8158)
When an admin changes the site setting slug_generation_method to
encoded, we weren't really encoding the slug, but just allowing non-ascii
characters in the slug (unicode).

That brings problems when a user posts a link to topic without the slug, as
our topic controller tries to redirect the user to the correct URL that contains
the slug with unicode characters. Having unicode in the Location header in a
response is a RFC violation and some browsers end up in a redirection loop.

This commit also checks if a site uses encoded slugs and clear all saved slugs
in the db so they can be regenerated using an onceoff job.

FEATURE: Add site setting to show more detailed 404 errors. (#8014)
If the setting is turned on, then the user will receive information
about the subject: if it was deleted or requires some special access to
a group (only if the group is public). Otherwise, the user will receive
a generic #404 error message. For now, this change affects only the
topics and categories controller.

This commit also tries to refactor some of the code related to error
handling. To make error pages more consistent (design-wise), the actual
error page will be rendered server-side.

427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

14cdb01254 FIX: Allow topic edits when using a hidden tag
Previously, a regular user could not edit the title or category
of a topic if a hidden tag had already been applied.

This also stops hidden tag names from leaking in the error message.

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

31d41f532e PERF: do not include suggested topics when loading new posts
When a new post is triggered via message bus post stream will attempt to load
it, previously the `/topic/TOPIC_ID/posts.json` would unconditionally include
suggested topics, this caused excessive load on the server.

New pattern defaults to exclude suggested and related topics from this API
unless people explicitly ask for suggested.

94b8ba4f8f FIX: remove slow platform detection from server side
Historically due to https://meta.discourse.org/t/why-is-discourse-so-slow-on-android/8823
we decreased page sizes of both home page and topic page on android by half.

This was done on the server side and as a side effect and caused page sizes on android
to mismatch between Android and non Android.

Unfortunately about a year ago googlebot started pretending it is Android,
this cause Google to start indexing pages as what android would see. So
it saw double the amount of pages in the index as what exists on desktop.
This in turn caused double the amount of indexing work and a large amount
of broken links on long topics.

This fix removes all special behavior which is no longer needed due to
other performance work in Discourse including raw handlebars on home page
and virtual dom on topic pages.

I tested we do not need this on Blu Advance 5.0 it has 1.3 GHZ mediatec mt6580
This phone retails for around $50 USD.

If we decide long term that we want any hacks like this we will shift them
to the client side. It can just hold data in memory without rendering.

b9abd7dc9e FEATURE: Shared Drafts
This feature can be enabled by choosing a destination for the
`shared drafts category` site setting.

* Staff members can create shared drafts, choosing a destination
category for the topic when it is published.

* Shared Drafts can be viewed in their category, or above the
topic list for the destination category where it will end up.

* When the shared draft is ready, it can be published to the
appropriate category by clicking a button on the topic view.

* When published, Drafts change their timestamps to the current
time, and any edits to the original post are removed.

FIX: topic timer offset applied two times
timezone offset was calculated and sent from browser to server, it would be applied on utc time generated from '2013-11-22 5:00' format for example and then sent back to browser which would display it thinking it's UTC time using `moment(utc time)` when it's in fact an UTC time we have offseted with the initial user timezone.

This is impossible to automatically test in the current app state. Easiest reproduction is in live browser after setting your timezone to `America/New_York`, when setting a topic timer to later_today, after save, the time under the topic should be off to something roughly equal +1/-1  hour to your timezone offset.

Figuring out what unread topics a user has is a very expensive
operation over time.

Users can easily accumulate 10s of thousands of tracking state rows
(1 for every topic they ever visit)

When figuring out what a user has that is unread we need to join
the tracking state records to the topic table. This can very quickly
lead to cases where you need to scan through the entire topic table.

This commit optimises it so we always keep track of the "first" date
a user has unread topics. Then we can easily filter out all earlier
topics from the join.

We use pg functions, instead of nested queries here to assist the
planner.
