bf3d8a0a94 FIX: Don’t log an error when rendering a 404
Currently, in the list controller, when encountering an unsafe redirect
error, a 404 is rendered. The problem is that it’s done in a way that it
also logs a fatal error (because a `Discourse::NotFound` exception was
raised inside a `rescue_from` block).

This patch addresses that issue by simply rendering a 404 without
raising any error.

e494bafed3 FIX: Unescape URI properly when redirecting to a category
Currently, when a badly named category slug is provided, it can lead to
an infinite redirect.

This patch addresses the issue by properly unescaping `request.fullpath`
so the path is successfully rewritten and the redirect happens as
expected.

232503b3df FIX: Render a 404 error on a bad redirect in list controller
When bad data is provided in the URI for redirecting to a category,
Rails raises an `ActionController::Redirecting::UnsafeRedirectError`
error, leading to a 500 error.

This patch catches the exception to render a 404 instead.

FEATURE: experiment with hot sort order (#25274)
This introduces a new experimental hot sort ordering. 

It attempts to float top conversations by first prioritizing a  topics with lots of recent activity (likes and users responding) 

The schedule that updates hot topics is disabled unless the hidden site setting: `experimental_hot_topics` is enabled. 

You can control "decay" with `hot_topic_gravity` and `recency` with `hot_topics_recent_days` 

Data is stored in the new `topic_hot_scores` table and you can check it out on the `/hot` route once 
enabled.

DEV: Update experimental /filter route with tags support (#20874)
The following are the changes being introduced in this commit:

1. Instead of mapping the query language to various query params on the
client side, we've decided that the benefits of having a more robust
query language far outweighs the benefits of having a more human readable query params in the URL.
As such, the `/filter` route will just accept a single `q` query param
and the query string will be parsed on the server side.

1. On the `/filter` route, the tags filtering query language is now
   supported in the input per the example provided below:

   ```
   tags:bug+feature tagged both bug and feature
   tags:bug,feature tagged either bug or feature
   -tags:bug+feature excluding topics tagged bug and feature
   -tags:bug,feature excluding topics tagged bug or feature
   ```

   The `tags` filter can also be specified multiple
times in the query string like so `tags:bug tags:feature` which will
filter topics that contain both the `bug` tag and `feature` tag. More
complex query like `tags:bug+feature -tags:experimental` will also work.

DEV: Replace #pluck_first freedom patch with AR #pick in core (#19893)
The #pluck_first freedom patch, first introduced by @danielwaterworth has served us well, and is used widely throughout both core and plugins. It seems to have been a common enough use case that Rails 6 introduced it's own method #pick with the exact same implementation. This allows us to retire the freedom patch and switch over to the built-in ActiveRecord method.

There is no replacement for #pluck_first!, but a quick search shows we are using this in a very limited capacity, and in some cases incorrectly (by assuming a nil return rather than an exception), which can quite easily be replaced with #pick plus some extra handling.

FIX: Users with unicode usernames unable to load more topics in activity (#16627)
This was due to a server side bug when unicode usernames have been
enabled. We were double encoding the unicode username in the URL
resulting in a invalid URL.

PERF: Revert all inboxes from messages route. (#14445)
The all inboxes was introduced in
016efeadf6 but we decided to roll it back
for performance reasons. The main performance challenge here is that PG
has to basically loop through all the PMs that a user is allowed to view
before being able to order by `Topic#bumped_at`. The all inboxes was not
planned as part of the new/unread filter so we've decided not to tackle
the performance issue for the upcoming release.

This change will prevent a fatal 500 error when passing in an invalid
period param value to the `/top` route.

* Check if the method exists first

I couldn't get `ListController.respond_to?` to work, but was still able
to check if the method exists with
`ListController.action_methods.include?`. This way we can avoid relying
on the `NoMethodError` exception which may be raised during the course
of executing the method.

* Just check if the period param value is valid

* Use the new TopTopic.validate_period method

FIX: Category redirect to correct slug should not loop (#11772)
The server responds with a redirect to URLs with wrong slugs, even when
the slug was the correct but in the encoded form (if it contained
special characters).

FIX: Existing shared drafts should be accessible (#11915)
Disabling shared drafts used to leave topics in an inconsistent state
where they were not displayed as shared drafts and thus there was no
way of publishing them. Moreover, they were accessible just to users
who have permissions to create shared drafts.

This commit adds another permission check that is used for most
operations and the old can_create_shared_draft? remains used just when
creating a new shared draft.

FIX: Users without shared drafts access can still have access to the category. (#11476)
This is an edge-case of 9fb3629. An admin could set the shared draft category to one where both TL2 and TL3 users have access but only give shared draft access to TL3 users. If something like this happens, we need to make sure that TL2 users won't be able to see them, and they won't be listed on latest.

Before this change, `SharedDrafts` were lazily created when a destination category was selected. We now create it alongside the topic and set the destination to the same shared draft category.

URLs like `/forum/c/staff` (subfolder setup) were landing on
`/forum/forum/c/staff/3`. Note the extra "/forum". This commit
strips the redundant subfolder path from category URL.

FIX: Respect query params for latest.rss (#10350)
Apparently latest.json and latest.rss are not routed to the same
controller methods. This change allows for any passed in query
parameters to actually be applied to the rss route.

FIX: Replace deprecated URI.encode, URI.escape, URI.unescape and URI.unencode (#8528)
The following methods have long been deprecated in ruby due to flaws in their implementation per http://blade.nagaokaut.ac.jp/cgi-bin/vframe.rb/ruby/ruby-core/29293?29179-31097:

URI.escape
URI.unescape
URI.encode
URI.unencode
escape/encode are just aliases for one another. This PR uses the Addressable gem to replace these methods with its own encode, unencode, and encode_component methods where appropriate.

I have put all references to Addressable::URI here into the UrlHelper to keep them corralled in one place to make changes to this implementation easier.

Addressable is now also an explicit gem dependency.

d84c34ad75 DEV: Server-side category routing changes
The routes for categories are changing. The scheme that I intend to move
us to is:

/c/*slug_path/(:id)/ENDPOINT
/c/*slug_path/(:id)

This commit adds support for the new scheme to the server side without
dropping support for existing URLs. It is necessary to support existing
URLs for two reasons:

 * This commit does not change any client side routing code,
 * Posts that contain category hashtags that refer to a root category
   are baked into URLs that do not fit this new scheme, (/c/[id]-[slug])

55a1394342 DEV: pluck_first
Doing .pluck(:column).first is a very common pattern in Discourse and in
most cases, a limit cause isn't being added. Instead of adding a limit
clause to all these callsites, this commit adds two new methods to
ActiveRecord::Relation:

pluck_first, equivalent to limit(1).pluck(*columns).first

and pluck_first! which, like other finder methods, raises an exception
when no record is found

FEATURE: Add site setting to show more detailed 404 errors. (#8014)
If the setting is turned on, then the user will receive information
about the subject: if it was deleted or requires some special access to
a group (only if the group is public). Otherwise, the user will receive
a generic #404 error message. For now, this change affects only the
topics and categories controller.

This commit also tries to refactor some of the code related to error
handling. To make error pages more consistent (design-wise), the actual
error page will be rendered server-side.
