If the `review_every_post` setting is enabled, posts created and edited by regular uses are sent to the review queue so staff can review them. We'll skip PMs and posts created or edited by TL4 or staff users.
Staff can choose to:
- Approve the post (nothing happens)
- Approve and restore the post (if deleted)
- Approve and unhide the post (if hidden)
- Reject and delete it
- Reject and keep deleted (if deleted)
- Reject and suspend the user
- Reject and silence the user

The instance of the PostRevisor is passed to the post_edited
event. It is useful to know what has happened to the topic in
this event (we already pass a boolean for topic_changed? but that
is not so helpful by itself).
Editing a post didn't update the `post_uploads` right away. Instead it relied on the `CookedPostProcessor`. This can lead to an inconsistent state if uploads are added or removed during an edit and, for some reason, the `ProcessPost` job doesn't run (successfully). This inconsistency leads to missing uploads, because the newly added uploads appear to be unused and will be deleted by the `CleanUpUploads` job. In addition to that, uploads, which got removed during the edit, appear to be still in use and won't be deleted by the background job.
This commit ensures that the `post_uploads` are updated during the edit without relying on a background job.
Recently, we added feature that we are sending `/muted` to users who muted specific topic just before `/latest` so the client knows to ignore those messages - https://github.com/discourse/discourse/pull/9482
Same `/muted` message should be included when the post is edited
* Fix an issue where if an edit was made to a post with a reason provided, and then another edit was made with no reason, the original edit reason got wiped out
* We now always make a post revision (even with ninja edits) if an edit reason has been provided and it is different from the current edit reason

In a category's settings, the Tags tab has two new fields to
specify the number of tags that must be added to a topic
from a tag group. When creating a new topic, an error will be
shown to the user if the requirement isn't met.
While editing the first post it does't bumped the topic when the new post revision created. Because we wrongly assumed that the hidden tags are changed even when no tags are updated.

It's almost identical to let_it_be, except:
1. It creates a new object for each test by default,
2. You can disable it using PREFABRICATION=0
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.
Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
It is not a setting, and only relevant in specs. The new API is:

Jobs.run_immediately! # jobs will run right away, avoid the queue

Previously if you wanted to have jobs execute in test mode, you'd have
to do `SiteSetting.queue_jobs = false`, because the opposite of queue
is to execute.
I found this very confusing, so I created a test helper called
`run_jobs_synchronously!` which is much more clear about what it does.
This updates tests to use latest rails 5 practice
and updates ALL dependencies that could be updated
Performance testing shows that performance has not regressed
if anything it is marginally faster now.
Why? Some edits by staff are not tracked. For example, during the grace
period, or via the flags/silence dialog.
If a staff member is editing someone else's post, it now goes into the
Staff Action Logs so it can be audited by other staff members.
We trust staff + tl2 and up to perform edits in grace period.
Allow them significantly more edit room in grace period prior to storing
a revision.
editing_grace_period_max_diff_high_trust applies to users with tl2 and up.
So
tl0 / 1 : we store an extra revision if more than 100 chars change
tl2 and up : we store an extra revision if more than 400 chars change
We may tweak these numbers as we go.
If a user performs a substantive edit of 20 chars or more during grace period
we will store a revision to track the change
This allows for better auditing of changes that happen during the grace period
