This commit:
- removes the `yarn.lock` and replaces with `pnpm-lock.yaml`
- updates workspaces to pnpm format
- adjusts package dependencies to work with pnpm's stricter resolution strategy
- updates Rails app to load modules from more specific node_modules directories
- adds a `.pnpmfile` which automatically cleans up old yarn-managed `node_modules` directories
- updates various scripts to call `pnpm` instead of `yarn`
- updates patches to use pnpm's native patch system instead of patch-package
- adds a patch for licensee to support pnpm
We will soon be dropping support for `/theme-qunit` in production, so this will start failing if we don't remove it. Plus, we now have system specs which verify the end-to-end functionality of the Theme QUnit system.
This was the last thing which was using the legacy `run-qunit` script, so that can also be dropped.
The theme tests we use for the smoke-test typically take 3-4 seconds to complete. This commit reduces the timeout from 10 minutes to 20 seconds, so that failures are detected more quickl

We had checks for the chrome binary in 3 different places
for tests and only one of them checked for google-chrome-stable,
which is problematic for Arch linux users (there are dozens of us!)
This PR moves all the code to one place and references it instead
of copying and pasting.
The purpose of this is to allow us to catch regressions for a feature we've built recently that allows theme tests to run in production. We recently had a regression that we didn't notice for days, so to prevent that from happening again we'll use this in our internal CI pipelines.
Set `DEBUG_NODE=1` when running `rake smoke:test` and use your favorite tool to debug the smoke tests. See https://nodejs.org/en/docs/guides/debugging-getting-started/ for more information.
The debugger will break at the beginning of the smoke tests when the env variable is set.
This allows you to wait up to N seconds for the smoke test url to come up
in some cases you want to kick off the smoke test prior to having the smoke
test env ready to accept connections
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
