16b6e86932 DEV: Introduce feature-flag for Ember 5 upgrade
This commit introduces the scaffolding for us to easily switch between Ember 3.28 and Ember 5 on the `main` branch of Discourse. Unfortunately, there is no built-in system to apply this kind of flagging within yarn / ember-cli. There are projects like `ember-try` which are designed for running against multiple version of a dependency, but they do not allow us to 'lock' dependency/sub-dependency versions, and are therefore unsuitable for our use in production.

Instead, we will be maintaining two root `package.json` files, and two `yarn.lock` files. For ember-3, they remain as-is. For ember5, we use a yarn 'resolution' to override the version for ember-source across the entire yarn workspace.

To allow for easy switching with minimal diff against the repository, `package.json` and `yarn.lock` are symlinks which point to `package-ember3.json` and `yarn-ember3.lock` by default. To switch to Ember 5, we can run `script/switch ember version 5` to update the symlinks to point to `package-ember5.json` and `package-ember3.json` respectively. In production, and when using `bin/ember-cli` for development, the ember version can also be upgraded using the `EMBER_VERSION=5` environment variable.

When making changes to dependencies, these should be made against the default `ember3` versions, and then `script/regen_ember_5_lockfile` should be used to regenerate `yarn-ember5.lock` accordingly. A new 'Ember Version Lockfiles' GitHub workflow will automate this process on Dependabot PRs.

When running a local environment against Ember 5, the two symlink changes will show up as git diffs. To avoid us accidentally committing/pushing that change, another GitHub workflow is introduced which checks the default Ember version and raises an error if it is greater than v3.

Supporting two ember versions simultaneously obviously carries significant overhead, so our aim will be to get themes/plugins updated as quickly as possible, and then drop this flag.

DEV: remove markdown-it-bundle and custom build code (#23859)
With Embroider, we can rely on async `import()` to do the splitting
for us.

This commit extracts from `pretty-text` all the parts that are
meant to be loaded async into a new `discourse-markdown-it` package
that is also a V2 addon (meaning that all files are presumed unused
until they are imported, aka "static").

Mostly I tried to keep the very discourse specific stuff (accessing
site settings and loading plugin features) inside discourse proper,
while the new package aims to have some resembalance of a general
purpose library, a MarkdownIt++ if you will. It is far from perfect
because of how all the "options" stuff work but I think it's a good
start for more refactorings (clearing up the interfaces) to happen
later.

With this, pretty-text and app/lib/text are mostly a kitchen sink
of loosely related text processing utilities.

After the refactor, a lot more code related to setting up the
engine are now loaded lazily, which should be a pretty nice win. I
also noticed that we are currently pulling in the `xss` library at
initial load to power the "sanitize" stuff, but I suspect with a
similar refactoring effort those usages can be removed too. (See
also #23790).

This PR does not attempt to fix the sanitize issue, but I think it
sets things up on the right trajectory for that to happen later.

DEV: convert I18n pseudo package into real package (discourse-i18n) (#23867)
Currently, `window.I18n` is defined in an old school hand written
script, inlined into locale/*.js by the Rails asset pipeline, and
then the global variable is shimmed into a pseudo AMD module later
in `module-shims.js`.

This approach has some problems – for one thing, when we add a new
V2 addon (e.g. in #23859), Embroider/Webpack is stricter about its
dependencies and won't let you `import from "I18n";` when `"I18n"`
isn't listed as one of its `dependencies` or `peerDependencies`.

This moves `I18n` into a real package – `discourse-i18n`. (I was
originally planning to keep the `I18n` name since it's a private
package anyway, but NPM packages are supposed to have lower case
names and that may cause problems with other tools.)

This package defines and exports a regular class, but also defines
the default global instance for backwards compatibility. We should
use the exported class in tests to make one-off instances without
mutating the global instance and having to clean it up after the
test run. However, I did not attempt that refactor in this PR.

Since `discourse-i18n` is now included by the app, the locale
scripts needs to be loaded after the app chunks. Since no "real"
work happens until later on when we kick things off in the boot
script, the order in which the script tags appear shouldn't be a
problem. Alternatively, we can rework the locale bundles to be more
lazy like everything else, and require/import them into the app.

I avoided renaming the imports in this commit since that would be
quite noisy and drowns out the actual changes here. Instead, I used
a Webpack alias to redirect the current `"I18n"` import to the new
package for the time being. In a separate commit later on, I'll
rename all the imports in oneshot and remove the alias. As always,
plugins and the legacy bundles (admin/wizard) still relies on the
runtime AMD shims regardless.

For the most part, I avoided refactoring the actual I18n code too
much other than making it a class, and some light stuff like `var`
into `let`.

However, now that it is in a reasonable format to work with (no
longer inside the global script context!) it may also be a good
opportunity to refactor and make clear what is intended to be
public API vs internal implementation details.

Speaking of, I took the librety to make `PLACEHOLDER`, `SEPARATOR`
and `I18nMissingInterpolationArgument` actual constants since it
seemed pretty clear to me those were just previously stashed on to
the `I18n` global to avoid polluting the global namespace, rather
than something we expect the consumers to set/replace.

This PR introduces three new concepts to Discourse codebase through an addon called "FloatKit":

- menu
- tooltip
- toast


## Tooltips
### Component

Simple cases can be express with an API similar to DButton:

// you can also just close any open tooltip through the service

// when done you can destroy the instance to remove the listeners

```

DEV: Automatically retry patch-package on failure (#23583)
We are seeing occasional flakes in `patch-package`, possibly caused by https://github.com/ds300/patch-package/issues/484. This wrapper script will retry patch-package three times before giving up. Longer-term we hope to upgrade to a package manager with built-in patch support.

DEV: move deprecation silencer to a shared package (#22668)
This babel plugin is intended to supress the deprecation warnings
from building plugins, however, discourse-plugins does not actually
consume this plugin at all. Currently this happens to work due to
how the babel worker processes are shared and the timing/ordering
of the build, but it will stop working with the embroider build.

This commit extracts the plugin the a shared package so that it
can be properly consumed by discourse-plugins as well as core.

Motivation: aligning us with JS/Ember practices (runtime deps in `dependencies`, build/dev-time deps in `devDependencies`)

1. Move deps to devDeps where applicable (rule of thumb: it's a devDep unless it's required at runtime by the rails app or it's imported in the addon's code)
2. Remove unused dependencies and add missing ones (in addons)
3. Remove empty `repository` fields
4. Move `engines` and `ember` fields to the bottom

DEV: Enable patch-package in production and in javascripts/discourse (#21078)
When running `yarn install` in a yarn workspace, the lifecycle hooks in the root package.json are not triggered. https://github.com/yarnpkg/yarn/issues/5790

As a workaround, we can additionally run `patch-package` from the `javascripts/discourse/package.json` `postinstall` hook. `patch-package` is idempotent, so it doesn't matter if it is triggered multiple times.

Longer term we intend to move to pnpm, which has built-in patch support.

DEV: Resolve and unsilence ember-global deprecation (#20702)
One of the problems here was coming from the ember-jquery addon. This commit skips the problematic shim from the addon and re-implements in Discourse. This hack will only be required short-term - we'll be totally dropping the ember-jquery integration as part of our upgrade to Ember 4.x.

Removing this shim means we can also remove our `discourse-ensure-deprecation-order` dummy addon which was ensuring that the ember-jquery-triggered deprecation was covered by ember-cli-deprecation-workflow.

DEV: Include ember deprecation messages in production builds (#20587)
By default, Ember uses a babel transformation to strip out calls to `deprecate()` in production builds. Given that Discourse is a development platform for third-party themes/plugins, having deprecation messages visible in production is essential - many themes/plugins do not have comprehensive test-suites, and rely on production feedback to prompt changes. This commit patches Ember to print its deprecation messages to the console in production. In future we intend to improve the visibility of these to hosting providers and/or site admins.

There are two main parts to this commit:

1. Use yarn's 'resolutions' feature to point `babel-plugin-debug-macros` to a discourse-owned fork. This fork prevents `deprecate()` calls from being stripped. Relevant change can be found at https://github.com/discourse/babel-plugin-debug-macros/commit/d179d613bf

2. Introduce a production shim for Ember's deprecation library, including the `registerDeprecationHandler` API. The default implementation is stripped out of production builds via an `if(DEBUG)` wrapper.

Long term we hope that this kind of functionality can be made available in Ember itself via a flag.

DEV: Introduce flag for compiling Plugin JS with Ember CLI (#17965)
When `EMBER_CLI_PLUGIN_ASSETS=1`, plugin application JS will be compiled via Ember CLI. In this mode, the existing `register_asset` API will cause any registered JS files to be made available in `/plugins/{plugin-name}_extra.js`. These 'extra' files will be loaded immediately after the plugin app JS file, so this should not affect functionality.

Plugin compilation in Ember CLI is implemented as an addon, similar to the existing 'admin' addon. We bypass the normal Ember CLI compilation process (which would add the JS to the main app bundle), and reroute the addon Broccoli tree into a separate JS file per-plugin. Previously, Sprockets would add compiled templates directly to `Ember.TEMPLATES`. Under Ember CLI, they are compiled into es6 modules. Some new logic in `discourse-boot.js` takes care of remapping the new module names into the old-style `Ember.TEMPLATES`.

This change has been designed to be a like-for-like replacement of the old plugin compilation system, so we do not expect any breakage. Even so, the environment variable flag will allow us to test this in a range of environments before enabling it by default.

A manual silence implementation is added for the build-time `ember-glimmer.link-to.positional-arguments` deprecation while we work on a better story for plugins.

DEV: Add progress output in CI during ember-cli build (#17977)
By default, in CI environments, Ember CLI does not output anything between "building..." and "cleaning up". Depending on configuration and hardware, Discourse asset builds can take upwards of 60s, and so this lack of output can make the build feel 'stuck'.

This commit introduces an addon which checks for CI mode, and then outputs status information periodically. The logic is very similar to Ember CLI's non-CI progress output implementation (https://github.com/ember-cli/ember-cli/blob/04a38fda2c/lib/models/builder.js#L183-L185).

20fd81c2dc DEV: Silence 3.x deprecations
This prevents a storm of deprecation messages in the developer console. We'll be working through and enabling these one-by-one over the coming weeks/months.

A dummy `discourse-ensure-deprecation-order` package is introduced to ensure that deprecation-workflow is loaded before `@ember/jquery`. This ensures that the `@ember/jquery`-triggered deprecation warnings can be silenced correctly

This also introduces a system for silencing CLI warnings.
