Not reseting the registry could lead to assets still being registered for example.
This flakky spec was reprdocible with this call: `bundle exec rspec --seed 9472 spec/components/discourse_plugin_registry_spec.rb spec/components/svg_sprite/svg_sprite_spec.rb`
Which would trigger the following error:

Fixes two issues:
- ignores invalid XML in custom icon sprite SVG file (and outputs an error if sprite was uploaded via admin UI)
- clears SVG sprite cache when deleting an `icons-sprite` upload in a theme
Previously, we were storing custom svg sprite paths in the cache. This is a problem because sprites in themes get stored as uploads, and the returned paths were files in the temporary download cache which could sometimes be cleaned up, resulting in a broken cache.
I previously tried to fix this by skipping the missing files and clearing the cache, but that didn't work out well with CDNs. This PR stores the contents of the files in the custom_svg_sprites cache to avoid the problem of missing temp files.
Also, plugin custom icons are only included if the plugin is enabled.
Before this change, calling `StyleSheet::Manager.stylesheet_details`
for the first time resulted in multiple queries to the database. This is
because the code was modelled in a way where each `Theme` was loaded
from the database one at a time.
This PR restructures the code such that it allows us to load all the
theme records in a single query. It also allows us to eager load the
required associations upfront. In order to achieve this, I removed the
support of loading multiple themes per request. It was initially added
to support user selectable theme components but the feature was never
completed and abandoned because it wasn't a feature that we thought was
worth building.
Extracted commonly used spec helpers into spec/support/uploads_helpers.rb, removed unused stubs and let definitions. Makes it easier to write new S3-related specs without copy and pasting setup steps from other specs.
There are three modifiers:
- serialize_topic_excerpts (boolean)
- csp_extensions (array of strings)
- svg_icons (array of strings)
When multiple themes are active, the values will be combined. The combination method varies based on the setting. CSP/SVG arrays will be combined. serialize_topic_excerpts will use `Enumerable#any`.

The idea here is that when a new component is added, the user can easily assign it to all themes (parents).
To achieve that, I needed to change a site-setting component to accept `setDefaultValues` action and `setDefaultValuesLabel` translated label.
Also, I needed to add `allowAny` option to disable that for theme selector.
I also refactored backend to accept both parent and child ids with one method to avoid duplication (Renamed `add_child_theme!` to more general `add_relative_theme!`)

This version hash is used for the filename, and so browsers/CDNs cache based on it. Previously the version hash was based only on the list of requested icons. This can cause issues in a couple of situations, most commonly when developing themes with custom icons:
- A requested icon does not exist, and then later is added to the theme. The bundle output changes, but the hash did not
- The SVG content of an icon changes, but the name of the icon does not. The bundle output changes, but the hash did not
This change both speeds up specs (less strings to allocate) and helps catch
cases where methods in Discourse are mutating inputs.
Overall we will be migrating everything to use #frozen_string_literal: true
it will take a while, but this is the first and safest move in this direction
Theme developers can include any number of scss files within the /scss/ directory of a theme. These can then be imported from the main common/desktop/mobile scss.
