FIX: recalculating trust levels was not working ()
The recalculate code was never firing cause TrustLevel.calculate unconditionally
returned a trust level. (albeit a wrong one)

New code ensures we only bypass promotion checks for cases where trust level
is locked.

DEV: Replace #pluck_first freedom patch with AR #pick in core ()
The #pluck_first freedom patch, first introduced by @danielwaterworth has served us well, and is used widely throughout both core and plugins. It seems to have been a common enough use case that Rails 6 introduced it's own method #pick with the exact same implementation. This allows us to retire the freedom patch and switch over to the built-in ActiveRecord method.

There is no replacement for #pluck_first!, but a quick search shows we are using this in a very limited capacity, and in some cases incorrectly (by assuming a nil return rather than an exception), which can quite easily be replaced with #pick plus some extra handling.

FIX: Restore trust level when leaving group ()
If a user was granted a trust level, joined a group that granted a trust
level and left the group, the trust level was reset. This commit tries
to restore the last known trust level before joining the group by
looking into staff logs.

This commit also migrates old :change_trust_level user history records
to use previous_value and new_value fields.

FIX: Don't store translated trust level names in anonymous cache ()
Refactors `TrustLevel` and moves translations from server to client

Additional changes:
  * "staff" and "admin" wasn't translatable in site settings
  * it replaces a concatenated string with a translation
  * uses translation for trust levels in users_by_trust_level report
  * adds a DB migration to rename keys of translation overrides affected by this commit

427d54b2b0 DEV: Upgrading Discourse to Zeitwerk ()
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

59d04c0695 Internal renaming of elder,leader,regular,basic to numbers
Changed internals so trust levels are referred to with

TrustLevel[1], TrustLevel[2] etc.

This gives us much better flexibility naming trust levels, these names
are meant to be controlled by various communities.

b64a4100fa change "visitor" trust level to "new user"
I blame me for this mistake.. visitor means other stuff in practice. New
User is correct meaning.

d2f3c829db refactor User and TrustLevel a bit
* rename `User#password_required` to `User#password_required!`
* emails with "i" @ something are a special case as well
* get rid of `self.` and returns where possible
* prefer "unless a" instead of "if !a"
* `unread_notifications` without manually iterating
* introduce `User#moderator?`
* introduce `TrustLevel#valid_key?`, `TrustLevel#compare`, and
  `TrustLevel#level_key`
