Jarek Radosz	be513ed9a3	DEV: Fix all `mixed-decls` sass deprecations (#31343 ) ``` WARNING: Sass's behavior for declarations that appear after nested rules will be changing to match the behavior specified by CSS in an upcoming version. To keep the existing behavior, move the declaration above the nested rule. To opt into the new behavior, wrap the declaration in `& {}`. DEV: Introduce stylelint (#29852 )

Stylelint is a css linter: https://stylelint.io/

As part of this change we have added two javascript scripts:

```
pnpm lint:css
pnpm lint:css:fix
```

Look at `.vscode/settings.json.sample` and `.vscode/extensions.json` for
configuration in VSCode.

DEV: Move calendar date + time picker from local dates into core component (#23023 )

This commit moves the calendar date and time picker shown in
the local dates modal into a core component that can be reused
in other places. Also add system specs to make sure there isn't
any breakages with this feature, and a section to the styleguide.
