FEATURE: make posts:missing_uploads multisite friendly
...
Previously this rake job would only run on a single site which is a bit
misleading
This also adds `VERBOSE=1 rake posts:missing_uploads` that will provide a
full report of missing uploads

DEV: enable frozen string literal on all files
...
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

DEV: remove exec_sql and replace with mini_sql
...
Introduce new patterns for direct sql that are safe and fast.
MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API
- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder
