DEV: Use category objects as values for category select kits (#24793) 
Commit dcd81d56c0 changed this, but that
implementation is not ideal because the initialization of the select kit
can result in requests to the server.

This implementation has the advantage that it also fixes the user and
group properties that return categories.

FIX: category selectors for lazy loaded categories (#24533) 
A lot of work has been put in the select kits used for selecting
categories: CategorySelector, CategoryChooser, CategoryDrop, however
they still do not work as expected when these selectors already have
values set, because the category were still looked up in the list of
categories stored on the client-side Categrories.list().

This PR fixes that by looking up the categories when the selector is
initialized. This required altering the /categories/find.json endpoint
to accept a list of IDs that need to be looked up. The API is called
using Category.asyncFindByIds on the client-side.

CategorySelector was also updated to receive a list of category IDs as
attribute, instead of the list of categories, because the list of
categories may have not been loaded.

During this development, I noticed that SiteCategorySerializer did not
serializer all fields (such as permission and notification_level)
which are not a property of category, but a property of the relationship
between users and categories. To make this more efficient, the
preload_user_fields! method was implemented that can be used to
preload these attributes for a user and a list of categories.

FIX: Make category-drop work with lazy_load_categories (#24187) 
The category drop was rerendered after every category async change
because it updated the categories list. This is not necessary and
categories can be referenced indirectly by ID instead.

DEV: Consolidate and update jsconfig, and add types packages (#23824) 
These updates significantly improve IDE tooling for imports across the Discourse core codebase, and also for framework packages. The `@types/ember-*` packages are a temporary solution until we get onto Ember 5, which ships its types in the main package.

The previous approach of having jsconfig files in each package directory did work, but once you start adding all the possible interlinks between them, we hit the file count limit of VSCode's tooling (because it counts every file for every jsconfig its referenced in). Having one file at the root means that a single file can apply to all core packages and plugins.

Long-term, to get the same functionality for all themes/plugins, we may need to look at building/publishing a Discourse types package which can be added to theme/plugin package.json files for development purposes.

DEV: Rename I18n imports to discourse-i18n (#23915) 
As of #23867 this is now a real package, so updating the imports to
use the real package name, rather than relying on the alias. The
name change in the package name is because `I18n` is not a valid
name as NPM packages must be all lowercase.

This commit also introduces an eslint rule to prevent importing from
the old I18n path.

For themes/plugins, the old 'i18n' name remains functional.

FEATURE: Use async search for category dropdowns (#23774) 
This commit introduces a new endpoint to search categories and uses it
instead of the categories map that is preloaded using SiteSerializer.

This feature is enabled only when the hidden site setting
lazy_load_categories is enabled and should be used only on sites with
many categories.

DEV: Raise an error in test env when I18n interpolate argument is missing (#23527) 
Why this change?

We have been bitten by bugs where tests are not catching missing
interpolate argument in our client side code because the JavaScript
tests are also using `I18n.translate` to assert that the right message
is shown. Before this change, `I18n.interpolate` will just replace the
missing interpolation argument in the final translation with some
placeholder. As a result, we ended up comparing a broken translation
with another broken translation in the test environment.

Why does this change do?

This change introduces the `I18n.testing` property which when set to
`true` will cause `I18n.translate` to throw an error when an interpolate
argument is missing. With this commit, we also set `I18n.testing = true`
when running qunit acceptance test.

FIX: do not mutate this.attrs and this.actions (#23125) 
Prior to this fix we would always re-set `this.attrs` with `this.attrs` when defined, which is both wasteful but also dangerous as `this.attrs` can possibly error when mutated.

FIX: Correct select-kit positioning strategy in modals (#23096) 
The new modal API removed the `#discourse-modal` id from the wrapper element, which meant that select-kit couldn't properly detect when it was inside a modal. This commit updates the detection to use `.fixed-modal` which will match both legacy and modern modals.

DEV: Remove OpenComposer mixin and refactor related logic (#23015) 
The OpenComposer mixin comes from a time before we had a composer service. As well as being a general cleanup/refactor, this commit aims to removes interlinking between composer APIs and the discovery-related controllers which are being removed as part of #22622.

In summary, this commit:
- Removes OpenComposer mixin
- Adds and updates composer service APIs to support everything that `openComposer` did
- Updates consumers to call the composer service directly, instead of relying on the mixin (either directly, or via a route-action which bubbled up to some parent)
- Deprecates composer-related methods on `DiscourseRoute` and on the application route
