Revert "DEV: Drop old IE11 intersection-observer references" (#13017)
This reverts commit 7360a0f70f.

iOS still wants this sometimes. Probably best to revert for now and we can
always remove this again later.

DEV: Drop old IE11 intersection-observer references (#12942)
It's been awhile since we have supported IE11 so it should be safe to remove
IntersectionObserver now.

From a TODO task in this repo:
> drop when we eventually drop IE11

Announcement of when we removed IE11 support:

FEATURE: Allow theme tests to be run in production (take 2) (#12845)
This commit allows site admins to run theme tests in production via a new `/theme-qunit` route. When you visit `/theme-qunit`, you'll see a list of the themes/components installed on your site that have tests, and from there you can select a theme or component that you run its tests.

We also have a new rake task `themes:install_and_test` that can be used to install a list of themes/components on a temporary database and run the tests of the themes/components that are installed. This rake task can be useful when upgrading/deploying a Discourse instance to make sure that the installed themes/components are compatible with the new Discourse version being deployed, and if the tests fail you can abort the build/deploy process so you don't end up with a broken site.

Revert "FEATURE: Allow theme tests to be run in production (#12815)" (#12840)
This reverts commit 7217dcb67a.

https://meta.discourse.org/t/failed-to-bootstrap-due-to-out-of-memory-killer/188141/18?u=osama

Precompiling test_helper.js is so expensive that it can make bootstrap
fail on servers with limited resources (2GB RAM). We will find another
way that doesn't require much resources.

DEV: Fix build due to highlight.js branch issue (#12441)
Highlight.js changed their default branch from master to main. This switches to the @highlightjs/cdn-assets package, thus sidestepping the problem. It's a slightly cleaner integration though (no need to build locally anymore).

DEV: Migrate to Ember CLI (#11932)
This encompasses a lot of work done over the last year, much of which
has already been merged into master. This is the final set of changes
required to get Ember CLI running locally for development.

From here on it will be bug fixes / enhancements.

75e92e1bd7 REFACTOR: The Favcount library needs global variables
This moves the library into our lib folder, and refactored it to more
modern Javascript. I've kept the MIT license at the top of the file.

Doing this allows us to import it as a library in Ember CLI and ditch
yet another global variable.

DEV: updates js transpiler to use babel 7 (#10627)
Updates our js transpiler code to use Babel 7.11.6

List of changes in this commit:

- Updates plugins, babel plugins all have a new version which doesn't contain -es2015- anymore
- Drops [transform-es2015-classes](https://babeljs.io/docs/en/babel-plugin-transform-classes) this plugin shouldn't be needed now that we don't support IE
- Drops check-es2015-constants, checking constants is now part of babel and the check-constants plugin is deprecated. As a result the behavior slightly changed, and is now wrapping every const call in a readOnlyError function which would throw if assigned a new value. This explains the modified spec.
- Adds [proposal-optional-chaining](https://babeljs.io/docs/en/babel-plugin-proposal-optional-chaining)

```javascript
const obj = {
  foo: {
    bar: {
      baz: 42,
    },
  },
};
const baz = obj?.foo?.bar?.baz; // 42
```

- Adds [proposal-json-strings](https://babeljs.io/docs/en/babel-plugin-proposal-json-strings)

```javascript
// IN
const ex = "before
after";
//                ^ There's a U+2028 char between 'before' and 'after'
// OUT
const ex = "before\u2028after";
//                ^ There's a U+2028 char between 'before' and 'after'
```

- Adds [proposal-nullish-coalescing-operator](https://babeljs.io/docs/en/babel-plugin-proposal-nullish-coalescing-operator)

```javascript
var object = {};
var foo = object.foo ?? "default"; // default
```

- Adds [proposal-logical-assignment-operators](https://babeljs.io/docs/en/babel-plugin-proposal-logical-assignment-operators)

```javascript
let a;
let b = 2;
a ||= b; // 2
```

- Adds [proposal-numeric-separator](https://babeljs.io/docs/en/babel-plugin-proposal-numeric-separator)

```javascript
let budget = 1_000_000_000_000;
console.log(budget === 10 ** 12); // true
```

- Adds proposal-object-rest-spread https://babeljs.io/docs/en/babel-plugin-proposal-object-rest-spread

```javascript
let { x, y, ...z } = { x: 1, y: 2, a: 3, b: 4 };
console.log(x); // 1
console.log(y); // 2
console.log(z); // { a: 3, b: 4 }
```

- Adds proposal-optional-catch-binding https://babeljs.io/docs/en/babel-plugin-proposal-optional-catch-binding

```javascript
try {
} catch {
} finally {
  // ensures finally is available in every browsers
}
```

- Adds improved regex support for firefox through (transform-dotall-regex](https://babeljs.io/docs/en/next/babel-plugin-transform-dotall-regex.html) and (proposal-unicode-property-regex](https://babeljs.io/docs/en/babel-plugin-proposal-unicode-property-regex)

- Drops async/generator stuff, the browser we target should allow to use this (excepts iterable async)

5e5973cabe FIX: Our test build of highlight.js was broken
Some definitions rely on others, in particular the c/cpp/c-like ones,
and we were appending the bundle of all files in the folder.

Instead for testing I've limited us to just three definitions. This has
the benefit of being a lot smaller to download/parse in test mode too.

This new iteration of select-kit focuses on following best principales and disallowing mutations inside select-kit components. A best effort has been made to avoid breaking changes, however if you content was a flat array, eg: ["foo", "bar"] You will need to set valueProperty=null and nameProperty=null on the component.

Also almost every component should have an `onChange` handler now to decide what to do with the updated data. **select-kit will not mutate your data by itself anymore**

0ca61242b8 FEATURE: polyfill intersection observer for IE11 / iOS Safari
This feature is used for defer loading of images and in future for post cloaking

This gives us a polyfill so we can safely use the feature in problem browsers

The polyfill supports "polling" but it does not appear we need it yet.

If we discover anything odd here, consider setting poll interval per:

https://github.com/w3c/IntersectionObserver/tree/master/polyfill

```
var io = new IntersectionObserver(callback);
io.POLL_INTERVAL = 100; // Time in milliseconds.
```

Keeping the mutation observer cause we often mutate the DOM

* use new SVG syntax in locales

* Noscript page changes (remove login button, center "powered by" footer text)

* Cast wider net for SVG icons in settings

- include any _icon setting for SVG registry (offers better support for plugin settings)

- let themes store multiple pipe-delimited icons in a setting

- also replaces broken onebox image icon with SVG reference in cooked post processor

dev tools what the file is

* Add missing SVG sprite JSONP script to CSP

* Upgrade to FA 5.5.0

* Add support for all FA4.7 icons

- adds complete frontend and backend for renamed FA4.7 icons

- improves performance of SvgSprite.bundle and SvgSprite.all_icons

* Fix group avatar flair preview

- adds an endpoint at /svg-sprites/search/:keyword

- adds frontend ajax call that pulls icon in avatar flair preview even when it is not in subset

* Remove FA 4.7 font files
