FIX: customise themes/components CSS (#25127)
Previous PR removed overflow-y CSS parameter which was required: https://github.com/discourse/discourse/pull/25105/files#diff-eae50f20f62ec6d720f9a100ccdef41622588c724bc68f6027ae13e2661bd3c4L249

Overflow is conflicting with select-kit so both search and filter were moved out of `themes-list-container`

FIX: Further improvements for plugin list (#24622)
Followup e37fb3042d

* Automatically remove the prefix `Discourse ` from all the plugin titles to avoid repetition
* Remove the :discourse_dev: icon from the author. Consider a "By Discourse" with no labels as official
* We add a `label` metadata to plugin.rb
  * Only plugins made by us in `discourse` and `discourse-org` GitHub organizations will show these in the list
* Make the plugin author font size a little smaller
* Make the commit sha look like a link so it's more obvious it goes to the code

Also I added some validation and truncation for plugin metadata
parsing since currently you can put absolutely anything in there
and it will show on the plugin list.

DEV: Automatically generate all admin links for app for new sidebar (#24175)
NOTE: Most of this is experimental and will be removed at a later
time, which is why things like translations have not been added.

The new /admin-revamp UI uses a sidebar for admin nav. This initial
step adds a script to generate a map of all the current admin nav
into a format the sidebar to read. Then, people can experiment
with different changes to this structure.

The structure can then be edited from `/admin-revamp/config/sidebar-experiment`,
and it is saved to local storage so people can visually experiment with different ways
of showing the admin sidebar links.

DEV: Add new experimental admin UI route and sidebar (#23952)
This commit adds a new admin UI under the route `/admin-revamp`, which is
only accessible if the user is in a group defined by the new `enable_experimental_admin_ui_groups` site setting. It
also adds a special `admin` sidebar panel that is shown instead of the `main`
forum one when the admin is in this area.

![image](https://github.com/discourse/discourse/assets/920448/fa0f25e1-e178-4d94-aa5f-472fd3efd787)

We also add an "Admin Revamp" sidebar link to the community section, which
will only appear if the user is in the setting group:

![image](https://github.com/discourse/discourse/assets/920448/ec05ca8b-5a54-442b-ba89-6af35695c104)

Within this there are subroutes defined like `/admin-revamp/config/:area`,
these areas could contain any UI imaginable, this is just laying down an
initial idea of the structure and how the sidebar will work. Sidebar links are
currently hardcoded.

Some other changes:

* Changed the `main` and `chat` panels sidebar panel keys to use exported const values for reuse
* Allowed custom sidebar sections to hide their headers with the `hideSectionHeader` option
* Add a `groupSettingArray` setting on `this.siteSettings` in JS, which accepts a group site setting name
  and splits it by `|` then converts the items in the array to integers, similar to the `_map` magic for ruby
  group site settings
* Adds a `hidden` option for sidebar panels which prevents them from showing in separated mode and prevents
  the switch button from being shown

FIX: Remove unneeded RTL-specific CSS rules
We currently have some CSS rules in `common/base/rtl.scss` that were added to workaround shortcomings of the R2 gem that we used to use to generate versions of our CSS that are suitable for RTL layouts. Those workarounds are mostly duplicates of existing rules with the only difference being that they're flipped to suit RTL layouts (e.g. `padding-left` is changed to `padding-right` and vice versa).

However, we've recently replaced R2 with `rtlcss` which doesn't have those shortcomings of R2 (see f94951147e) which means those workarounds/duplicate rules need to be removed because they're getting flipped by `rltcss`, essentially reverting them to their original LTR version and causing issues with RTL layouts.

This commit removes those workarounds that are no longer needed, and cleans up the the file that contains our RTL-specific CSS.

Meta topic: https://meta.discourse.org/t/avatar-in-rtl-website-in-wrong-place/264676?u=osama.

A public key must be added to GitHub when installing private themes.
When the process happens asynchronously (for example if the admin does

In this case, the Discourse admin can partially install the theme by
letting Discourse save the private key, create a placeholder theme and
give the admin a public key to be used as a deploy key. After the key
is installed, the admin can finish theme installation by pressing a
button on the theme page.

FIX: Improve emoji upload UI (#15603)
This commit adds a hover effect for drag and drop in
the admin emoji uploader. It also changes the "Add New
Emoji" button to open the file selector; previously it
was useless because it was disabled unless a name was
entered (which is not even a requirement for the emoji)
and also it didn't actually do anything on click even
if it wasn't disabled.

Now we have a way of adding files without having to drag
and drop them, which is nice.

Also in this PR, there was no indication before that the upload was
complete apart from the button becoming enabled again.
This commit adds the highlight class to the emoji list
and removes it once the highlight fade animation is done,
like we do for new posts.

credentials of groups with SMTP or IMAP enabled. If any issues
are found with those credentials a high priority problem is added to the
admin dashboard.

This commit also formats the admin dashboard differently if
there are high priority problems, bringing them to the top of
the list and highlighting them.

The problem will be cleared if the issue is fixed before the next
problem check, or if the group's settings are updated with a valid
credential.

UX: Add image uploader widget for uploading badge images (#12377)
Currently the process of adding a custom image to badge is quite clunky; you have to upload your image to a topic, and then copy the image URL and pasting it in a text field. Besides being clucky, if the topic or post that contains the image is deleted, the image will be garbage-collected in a few days and the badge will lose the image because the application is not that the image is referenced by a badge.

This commit improves that by adding a proper image uploader widget for badge images.

When editing the theme css via the admin UI a warning message

DEV: {{user-selector}} replacement (#11726)
This PR is the first step towards replacing our `{{user-selector}}` and eventually deprecating and removing it from our codebase. Some of `{{user-selector}}` problems are:

1. It's called `{{user-selector}}`, but in reality in can also select groups and emails.
2. It's an Ember component, yet it doesn't have a handlebars template and uses jQuery to render itself and modify the DOM. An example of this problem is when you want to clear the selected users programmatically, see [this](6c155dba77/app/assets/javascripts/discourse/app/components/user-selector.js (L179-L185)).
3. We now have select kit which does very similar things but a lot better.

This PR introduces `{{email-group-user-chooser}}` which is meant to replace `{{user-selector}}`. It extends select kit and has the same features that `{{user-selector}}` has. `{{user-selector}}` is still used in a few places in core, but they'll all be replaced with the new component in a separate commit.

Once `{{user-selector}}` is not used anywhere in core, it'll be deprecated and then removed after the 2.7 release.

Installing multiple copies of the same theme/component is possible, but you rarely need to actually have multiple copies installed. We've seen many times new admins installing duplicates of components because they were unaware it was already installed. This PR makes the theme installer modal loop through the existing themes when you click on 'install', and if there is a theme with a URL that matches the URL you entered, a warning will show up and you will need to click 'install' again to proceed.

DEV: Let themes extend color definitions (#10429)
Themes can now declare custom colors that get compiled in core's color definitions stylesheet, thus allowing themes to better support dark/light color schemes.

For example, if you need your theme to use tertiary for an element in a light color scheme and quaternary in a dark scheme, you can add the following SCSS to your theme's `color_definitions.scss` file:

```
:root {
  --mytheme-tertiary-or-quaternary: #{dark-light-choose($tertiary, $quaternary)};
}
```

And then use the `--mytheme-tertiary-or-quaternary` variable as the color property of that element. You can also use this file to add color variables that use SCSS color transformation functions (lighten, darken, saturate, etc.) without compromising your theme's compatibility with different color schemes.
