UX: replaces custom more menu by d-menu (#29090)
One of the big advantages is a nicer menu on mobile.

This commit also fixes a bug where the close modal action was called for any destroyed d-menu trigger, even if this specific menu was not expanding, which means it was closing a different modal than its own modal, given we can only have one modal at a time.

DEV: Do not trigger floatkit 'hover' for touch events (#30793)
When tapping something on a touch-enabled device, `mouseMove` events are
still fired, so floatkit would still be triggered even if configured for
'hover' only. For links, this would be particularly strange, because the
tooltip would appear for a split-second, before the page navigation
occured.

To avoid this problem, we can use the more-modern 'pointerMove' event,
and check the `pointerType` to exclude 'touch'

DEV: Move discourse-common/(utils|lib) to discourse/lib (#30733)
`discourse-common` was created in the past to share logic between the
'wizard' app and the main 'discourse' app. Since then, the wizard has
been consolidated into the main app, so the separation of
`discourse-common` is no longer useful.

This commit moves `discourse-common/(lib|utils)/*` into
`discourse/lib/*`, adds shims for the imports, and updates existing
uses in core.

DEV: Move discourse-common/ helpers to discourse/ (#30728)
`discourse-common` was created in the past to share logic between the
'wizard' app and the main 'discourse' app. Since then, the wizard has
been consolidated into the main app, so the separation of
`discourse-common` is no longer useful.

This commit moves `discourse-common/helpers/*` into
`discourse/helpers/*`, removes `discourse-common` from the Ember
resolver config, and adds shims for the imports.

DEV: unifies emoji picker (#28277)
The chat emoji picker is renamed emoji-picker, and the old emoji-picker is removed.

This commit doesn't attempt to fully rework a new emoji-picker but instead tries to migrate everything to one picker (the chat one) and add small changes.

Other notable changes:
- all the favorite emojis code has been mixed into one service which is able to store one state per context, favorites emojis will be stored for all topics, and for each chat channel. Meaning that if you always use a specific emoji in a channel, it will only show as favorite emoji in this channel.
- a lot of static code has been removed which should improve initial load perf of discourse. Initially this code was around to improve the performance of the emoji picker rendering.
- the emojis are now stored, once the full list has been loaded, if you close and reopen the picker it won't have to load them again.

List of components:

- `<EmojiPicker />` will render a button which will open a dropdown
- `<EmojiPickerContent />` represents the content of the dropdown alone, it's useful when you want to render a picker from an action which is not the default picker button
- `<EmojiPickerDetached />` just a simple wrapper over `<EmojiPickerContent />` to make it easier to use it with `this.menu.show(...)`

DEV: replaces topic-notifications-options by DMenu (#30298)
This commit introduces <NotificationsTracking /> which is a wrapper component around <DMenu /> which replaces the select-kit component <TopicNotificationsButton />.

Each tracking case has its dedicated component:

- topic -> `<TopicNotificationsTracking />`
- group -> `<GroupNotificationsTracking />`
- tag -> `<TagNotificationsTracking />`
- category -> `<CategoryNotificationsTracking />`
- chat thread -> `<ThreadNotificationsTracking />`

FIX: ensures tabbing from trigger focus content (#30064)
`DMenu` is using in-element, which means the content is detached from the trigger, and pressing tab from the trigger is not going to jump into the content. This commit catches the tab event and attempts to focus the first focusable element of the content.

This commit fixes the (?) tooltips for reports on
the admin dashboard on mobile.

The fix is that float-kit instances can now have different triggers
and un-triggers for mobile and desktop, and float-kit is now aware
of the site being in mobile view.

Example usage:

```
@triggers={{hash mobile=(array "click")}}
```

So now, if you press on the tooltip trigger on mobile it shows
correctly, and on desktop both hover and click can be used.

DEV: form-kit
This PR introduces FormKit, a component-based form library designed to simplify form creation and management. This library provides a single `Form` component, various field components, controls, validation mechanisms, and customization options. Additionally, it includes helpers to facilitate testing and writing specifications for forms.

1. **Form Component**:
   - The main component that encapsulates form logic and structure.
   - Yields various utilities like `Field`, `Submit`, `Alert`, etc.

   **Example Usage**:
   ```gjs
   import Form from "discourse/form";

   <template>
     <Form as |form|>
       <form.Field
         @name="username"
         @title="Username"
         @validation="required"

   ```

   **Field Interactions**:

   - A specific component to handle array of objects

FIX: do not auto close on empty identifiers (#27001)
Prior to this fix all menus with empty identifier or groupIdentifier would be considered to be part of the same identifiers/groupIdentifiers and would auto close any existing d-menu with no identifier/groupIdentifier when opened.

DEV: allows for multiple menus/tooltips (#26823)
menus and tooltips are now appended to their own portals. The service are the only responsible for managing the instances, prior to this commit, services could manage one instance, but the DMenu and DTooltip components could also take over which could cause unexpected states.

This change also allows nested menus/tooltips.

Other notable changes:

- few months ago core copied the CloseOnClickOutside modifier of float-kit without removing the float-kit one, this commit now only use the core one.
- the close function is now trully async
- the close function accepts an instance or an identifier as parameter

FIX: prevents mobile DMenu modal to lock scroll (#26550)
The bug was due to the fact that the `<DModal />` is displayed inside a if block, when the condition was false to close the menu, the modal was just hidden without calling callbacks. The fix ensures we are correctly calling `modal.close()` before in this case.

UX: shows the bookmark menu improvements
This commit adds a new option `@modalForMobile` for `<DMenu />` which allows to display a `<DModal />` when expanding a menu on mobile.

This commit also adds a `@views` options to toasts which is an array accepting `['mobile',  'desktop']` and will control if the toast is show on desktop and/or mobile.

Finally this commit allows to hide the progressBar even if the toast is set to `@autoClose=true`. This is controlled through the `@showProgressBar` option.

FEATURE: add progress bar to toast notifications (#26483)
This change adds a progress bar to toast notifications when autoClose is enabled (true by default).

The progress bar allows users to visually see how long is left before the notification disappears.

When hovered on desktop, the progress and autoclose timer will be paused, it will resume again once the mouse is moved away from the toast notification.

FEATURE: Redesigned bookmark modal and menu (#23071)
Adds the new quick menu for bookmarking. When you bookmark
a post (chat message behaviour will come later) we show this new quick
menu and bookmark the item straight away.

You can then choose a reminder quick option, or choose Custom... to open
the old modal. If you click on an existing bookmark, we show the same quick menu
but with Edit and Delete options.

A later PR will introduce a new bookmark modal, but for now we
are using the old modal for Edit and Custom... options.

UX: update appropriate btn-flat instances to btn-transparent (#25945)
With the adjustments of `btn-transparent` in https://github.com/discourse/discourse/pull/24666, there are more buttons that could use this class instead of `btn-flat`. This mostly relates to `x` close buttons, but also includes composer and chat toggles.

The primary difference between these styles is that `btn-transparent` never has a background, where `btn-flat` may have a hover or focus background.
