This commit introduces <NotificationsTracking /> which is a wrapper component around <DMenu /> which replaces the select-kit component <TopicNotificationsButton />.
Each tracking case has its dedicated component:
- topic -> `<TopicNotificationsTracking />`
- group -> `<GroupNotificationsTracking />`
- tag -> `<TagNotificationsTracking />`
- category -> `<CategoryNotificationsTracking />`
- chat thread -> `<ThreadNotificationsTracking />`
Previous to this change there is no clean way to apply keyboard shortcuts
to things such as "add poll" and other hidden options in the toolbar
This allows shortcuts to be specified similar to how they are on the toolbar

Navigation to subcategories page was possible through the category drop
and the "view all" link or through the category drop from the categories
page. This commit removes the latter method.
Follow up to commit 77b032c2b5.
Using the CategoryDrop on the categories page redirected the user to the
"latest topics" page with topics only from that category. With these
changes, selecting a category will take the user to a "subcategories
page" where only the subcategories of the selected property will be
displayed.

When "lazy load categories" is enabled, the CategoryDrop component will
render at most 15 categories. If there are more categories, a "Show
more" link pointing to the categories page will be displayed.
This option was introduced at some point in the past, but was removed
during the work necessary to make Discourse work with a large number of
categories.

This commit introduces a new endpoint to search categories and uses it
instead of the categories map that is preloaded using SiteSerializer.
This feature is enabled only when the hidden site setting
lazy_load_categories is enabled and should be used only on sites with
many categories.
This PR is a major change to Sass compilation in Discourse.
The new version of sass-ruby moves to dart-sass putting we back on the supported version of Sass. It does so while keeping compatibility with the existing method signatures, so minimal change is needed in Discourse for this change.

SCSS files have been migrated automatically using `sass-migrator division app/assets/stylesheets/**/*.scss`
Previously we were calculating both the minimum and maximum widths for
SK dropdowns using this Popper modifier. The max. width calculation was
causing issues with dropdowns in Firefox and was also sluggish when
rendering.
This switches to using CSS calculations for max. widths. It adds a 600px
global maximum and targeted maximums for the category composer dropdown
and the bookmark list dropdowns.
Category badge changes based on the `category style` site setting so we
do not want to forcing all category names to the same color.

If the select-kit header is not in the viewport (scrolled out of view), popper adds a data-popper-reference-hidden attribute.
This PR adds the recommended styles to "hide" the select-kit body when that happens. See

The old choose-topic component did not have the same style as the rest
of the create invite modal and was not very suitable to use in the modal
because it introduced the search results in modal's body.
The new topic-chooser is built using select-kit and provides a more
polished user experience.
