DEV: enable frozen string literal on all files
...
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

FIX: Don't hide information from the card that is visible in the topic

It doesn't make sense to show less information on the card than already
visible.

This allows users who are privacy conscious to disable the presence
features of the forum as well as their public profile.
