Previously we only supported a single 'required tag group' for a category. This commit allows admins to specify multiple required tag groups, each with their own minimum tag count.
A new category_required_tag_groups database table replaces the existing columns on the categories table. Data is automatically migrated.
String.prototype.substr() is deprecated so we replace it with String.prototype.slice() which works similarily but isn't deprecated.

More precisely, if popper can't position something at the bottom, it will automatically attempt to position it at the top. However we should ensure it doesn’t consider the space under the d-header as valid space, when header's height is taken into consideration if top space is not enough, we should force bottom, and flip it back.
This logic is not necessary on modals as the d-header is not present.
Previously, if an admin user tried to add/remove
users to another user's ignored list, it would
be added to their own ignore list because the
controller used current_user. Now for admins only
a source_user_id parameter can be passed through,
which will be used to ignore the target user for
that source user.
The old choose-topic component did not have the same style as the rest
of the create invite modal and was not very suitable to use in the modal
because it introduced the search results in modal's body.
The new topic-chooser is built using select-kit and provides a more
polished user experience.
This makes a small improvement to 'cold cache' ember-cli build times, and a large improvement to 'warm cache' build times
The ember-auto-import update means that vendor is now split into multiple files for efficiency. These are named `chunk.*`, and should be included immediately after the `vendor.js` file. This commit also updates the rails app to render script tags for these chunks.
This change was previously merged, and caused memory-related errors on RAM-constrained machines. This was because Webpack 5 switches from multiple worker processes to a single multi-threaded process. This meant that it was hitting node's default heap size limit (~500mb on a 1GB RAM server). Discourse's standard install procedure recommends adding 2GB swap to 1GB-RAM machines, so we can afford to override's Node's default via the `--max-old-space-size` flag.

This update of ember-auto-import and webpack causes significantly higher memory use during rebuilds. This made ember-cli totally unusable on 1GB RAM / 2GB swap environments. We don't have a specific need for this upgrade right now, so reverting for now.

This also switches to using the NPM package for better build stability. And adds a clearer label in the alert that is displayed to show your current timezone (when changing timezones).

Before this, if you were composing a new topic and then switched the mode to "New Message", the dropdown would disappear.
So if you changed your mind, you'd have to copy the text you typed, cancel, click "New Topic" again, and then paste the text. (and if you already had a title entered too, things would be more complicated…)
Calling `window.getComputedStyle` during initialization causes the browser to pause and 'Recalculate Style'. On my machine, this adds about 7ms to boot time. Instead, we can check for the `rtl` class on the html element, which is added by the server, and doesn't require computing styles.

We are allowing plugins to define custom filters which are added to CUSTOM_USER_SEARCH_OPTIONS const. However, we need to have static placeholder for custom filters, so those props will be passed, and we can use it later.

In order to improve code clarity this change introduces named parameters
for the dir-span helper. This is specifically for the new `htmlSafe`
parameter which you can use instead of just passing in a boolean if the
strings you are passing in have already been escaped.
Before: `{{dir-span category.description false}}`
After: `{{dir-span category.description htmlSafe=true}}`

We rely on yarn workspaces so we don't want people using npm in the repo by accident.
Also updated the required node version to 12+.

Both of the commits in this PR are meant to fix the problem of invalid
option being shown in the flair chooser. An invalid option can be shown
if at some point it was a valid one - a group with a flair that was
later changed by an admin and flair was removed. The other option an
invalid option can be selected is if the user had a primary group when
the migration ran and copied the same value to the flair_group_id
column.

If selected flair group became unavailable because the flair was removed
then the option would still be selected and visible as an ID only.
User flair was given by user's primary group. This PR separates the
two, adds a new field to the user model for flair group ID and users
can select their flair from user preferences now.
…and just prioritize the current one, instead of hiding other categories.
Context: when you open the composer by clicking "New Topic" button when in a category, or by clicking "New Topic" in the share-popup, the category selector shows only the current category and its children (and "Uncategorized"). You can still find other categories, but you have to search by name.
This PR changes that, so you now can see all the categories in the dropdown, and those that are relevant (again: current, children and uncategorized) are displayed before all other categories.
tldr: don't make choosing other categories harder - make choosing relevant ones easier.
1. It defaults to `cache: true` already
2. Setting it to `false` for non-GET request doesn't do anything
3. We were correcting `cache: false` GET requests to use `cache: true`

Over the years we accrued many spelling mistakes in the code base.
This PR attempts to fix spelling mistakes and typos in all areas of the code that are extremely safe to change
- comments
- test descriptions
- other low risk areas
The user may have changed their category or tag tracking settings since a topic was tracked/watched based on those settings in the past. In that case we need to alter the reason message we show them otherwise it is very confusing for the end user to be told they are tracking a topic because of a category, when they are no longer tracking that category.
For example: "You will see a count of new replies because you are tracking this category." becomes: "You will see a count of new replies because you were tracking this category in the past."
To do this, it was necessary to add tag and category tracking info to current user serializer. I improved the serializer code so it only does 3 SQL queries instead of 9 to get the tracking information for tags and categories for the current user.
There is a category setting that enforces 1 or more tags must be added to a topic from a specific tag group before creating it. This validation was not being run before the topic was being sent to a review queue for categories that have that setting enabled.
There was an existing validation in `TopicCreator` but it was not correct; it was only validating when the tags did _not_ exist and also only happened on `create`. I now run the validation in `TopicCreator.valid?`
I also improved the error message shown to the user when they have not added the tags required (showing the tag names from the tag group), and changed the composer tag selector to not show "optional" if there are N tags required from a certain group.
On some modals the main/primary input field is a select-kit component (like `{{email-group-user-chooser}}` on the assign modal), so it makes sense to allow select-kit to steal focus on modals like these. This PR adds an `autofocus` option (default false) that allows select-kit to steal focus when it's rendered.
`{{user-selector}}` is now deprecated and it will be removed from core in Discourse 2.8. All instances of `{{user-selector}}` has been replaced with `{{email-group-user-chooser}}`.
