Constants should always be only assigned once. The logical OR assignment
of a constant is a relic of the past before we used zeitwerk for
autoloading and had bugs where a file could be loaded twice resulting in
constant redefinition warnings.
If, for whatever reasons, the user's locale is "blank" and an admin is accepting their group membership request, there will be an error because we're generating posts with the locale of recipient.
In order to fix this, we now use the `user.effective_locale` which takes care of multiple things, including returning the default locale when the user's locale is blank.

That column is obsolete since we added the `granted_title_badge_id` column in 2019 (56d3e29a69). Having both columns can lead to inconsistencies (mostly due to old data from before 2019).
For example, `BadgeGranter.revoke_ungranted_titles!` doesn't work correctly if `badge_granted_title` is `false` while `granted_title_badge_id` points to the badge that is used as title.
This bug was causing double events to be fired as :user_badge_granted is already called when a `user_badge` is created. More over the signature of the block in the UserBadge code is `badge_id, user_id` not `badge, user_id`.
Currently when bulk-awarding a badge that can be granted multiple times, users in the CSV file are granted the badge once no matter how many times they're listed in the file and only if they don't have the badge already.
This PR adds a new option to the Badge Bulk Award feature so that it's possible to grant users a badge even if they already have the badge and as many times as they appear in the CSV file.
The message in logs will now look like:

The NewUserOfTheMonth badge is part of the Badges::GettingStarted group. This group is skipped in BadgeGranter if the user skips the new user tips. However, the NewUserOfTheMonth badge granter job does not account for this. Instead, it notifies the user they've received the badge even if they did not.
This commit introduces a simple fix to allow granting of this badge even to users who skipped the new user tips.

We have the `# frozen_string_literal: true` comment on all our
files. This means all string literals are frozen. There is no need
to call #freeze on any literals.
For files with `# frozen_string_literal: true`

This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
Introduce new patterns for direct sql that are safe and fast.
MiniSql is not prone to memory bloat that can happen with direct PG usage.
It also has an extremely fast materializer and very a convenient API
- DB.exec(sql, *params) => runs sql returns row count
- DB.query(sql, *params) => runs sql returns usable objects (not a hash)
- DB.query_hash(sql, *params) => runs sql returns an array of hashes
- DB.query_single(sql, *params) => runs sql and returns a flat one dimensional array
- DB.build(sql) => returns a sql builder

Performance testing shows that performance has not regressed
if anything it is marginally faster now.
