This moves the library into our lib folder, and refactored it to more
modern Javascript. I've kept the MIT license at the top of the file.
Doing this allows us to import it as a library in Ember CLI and ditch
yet another global variable.
We updated version of moment and moment-timezone as our current versions are outdated making Discourse Dates broken on places where timezone had updates, like here in Brazil.
This also update highlightJS to the latest version and corrected a test that relied on a no longer supported locale in
moment.

The patch wasn't loaded in Ember CLI environment causing translation discrepancies.

There can be more than one noscript element on a page (from various
plugins), but only the one with data-path attribute as set in
application.html.erb contains the crawler content.
This helps us out in a few ways:
1. It lessens our reliance on jQuery
2. It's slightly less code because it omits options we don't use
3. It is one less library to import and put into ES6 modules
Some definitions rely on others, in particular the c/cpp/c-like ones,
and we were appending the bundle of all files in the folder.
Instead for testing I've limited us to just three definitions. This has
the benefit of being a lot smaller to download/parse in test mode too.
This new iteration of select-kit focuses on following best principales and disallowing mutations inside select-kit components. A best effort has been made to avoid breaking changes, however if you content was a flat array, eg: ["foo", "bar"] You will need to set valueProperty=null and nameProperty=null on the component.
Also almost every component should have an `onChange` handler now to decide what to do with the updated data. **select-kit will not mutate your data by itself anymore**
Adds a custom bookmark-clock icon to discourse-additional.svg for use with the new bookmarks with reminder functionality.
Also add some code to correctly refresh the post-stream icon for bookmark to show the clock after save.

WS-2019-0064: Versions of handlebars prior to 4.0.14 are vulnerable to Prototype Pollution. Templates may alter an Objects prototype, thus allowing an attacker to execute arbitrary code on the server.

It is a low priority fix, as Discourse does not allow end users to input
raw handlebars templates.

This also replaces a vendor dependency with a small built-in resize mechanism.
* Make blue bar's larger padding specific to touch devices
Uses github.com/discourse/moment-timezone-names-translations to translate timezone names.
Plugins can also provide their own timezone name translations.
Moves Highlight.js files to vendor/assets/javascripts
Adds Highlight.js in yarn package management
Removes old rake task and reliance on NPM to build Highlight.js
Highlight.js is now integrated in the "javascript:update" rake task
This feature is used for defer loading of images and in future for post cloaking
This gives us a polyfill so we can safely use the feature in problem browsers
The polyfill supports "polling" but it does not appear we need it yet.

Also corrects the positioning of autocomplete (when typing @ or emoji)
Previously there were edge conditions where autocomplete would be hundreds
of pixels away due to a bug measuring.
This correct an issue where Firefox ends up having an enormous blank space
at the bottom of topics after editing.
