1. `test/run-qunit.js` wasn't eslinted (I'm not adding it to the CI workflow for now, just fixed the issues)
2. "…" utf character isn't rendered correctly in Jenkins, replaced with three dots
3. Don't try to lint `tmp` when doing `eslint .` in the root dir

This is causing problems with `/theme-qunit` on legacy, non-ember-cli production sites. Reverting while we work on a fix
This is quite complex as it means that in production we have to build
Ember CLI test files and allow them to be used by our Rails application.
There is a fair bit of glue we can remove in the future once we move to
Ember CLI completely.
This is where they should be as far as ember is concerned. Note this is
a huge commit and we should be really careful everything continues to
work properly.
* DEV: Don't lint core files when target == plugins
* Prettier the plugin/*.js files
* Update eslintignore/prettierignore
* Add eslint-plugin-ember and eslint-plugin-node
* Properly lint all js files in all plugins
* LINT: run prettier on test/*.js files
* DEV: Run prettier checks on test/*.js files
* ESLint plugins' assets/javascripts and test/javascripts directories only
* Remove some `.es6` from comments where it does not matter
* Use a post processor for transpilation
This will allow us to eventually use the directory structure to
transpile rather than the extension.
* FIX: Some errors and clean up in confirm-new-email
It would throw an error if the webauthn element wasn't present.
Also I changed things so that no-module is not explicitly
referenced.
* Remove `no-module`
Instead we allow a magic comment: `// discourse-skip-module` to prevent
the asset pipeline from creating a module.
* DEV: Enable babel transpilation based on directory
If it's in `app/assets/javascripts/dicourse` it will be transpiled
even without the `.es6` extension.
* REFACTOR: Remove Tilt/ES6ModuleTranspiler
