`discourse-common` was created in the past to share logic between the
'wizard' app and the main 'discourse' app. Since then, the wizard has
been consolidated into the main app, so the separation of
`discourse-common` is no longer useful.
This commit moves `discourse-common/(lib|utils)/*` into
`discourse/lib/*`, adds shims for the imports, and updates existing
uses in core.
This lays the groundwork for converting SelectKit subclasses to native class syntax. This commit is designed to be entirely backwards-compatible, so it should not affect any existing subclasses.
Of interest:
- Any properties which are designed to be overridden by subclasses are implemented using a local `@protoProp` decorator. That means they are applied to the prototype, so that they can be overridden in subclasses by both legacy `.extend()` prototype extensions, and by modern native-class fields.
- New class decorators are introduced: `@selectKitOptions` and `@pluginApiIdentifiers`. These are native class versions of the legacy `concatenatedProperties` system. This follows the pattern Ember has introduced for `@className`, `@classNameBindings`, etc.
As of #23867 this is now a real package, so updating the imports to
use the real package name, rather than relying on the alias. The
name change in the package name is because `I18n` is not a valid
name as NPM packages must be all lowercase.
This commit also introduces an eslint rule to prevent importing from
the old I18n path.
For themes/plugins, the old 'i18n' name remains functional.
Add the ability to modify a selectKit's content with `replaceContent`
Eg.

will override existing content to only include the passed object
Tags mixin is already filtering a lot of data from the user submitted filter in `createContentFromInput()` which can lead to sk receiving an empty filter while the input actually has a value.
Also, the change in insert-hyperlink (from `this.linkUrl.indexOf("http") === -1` to `!this.linkUrl.startsWith("http")`) was intentional fix: we don't want to prevent users from looking up topics with http in their titles.
Major changes included:
- better support for screen readers
- trapping focus in modals
- better tabbing order in composer
- alerts on no content found/number of items found
- better autofocus in modals
- mini-tag-chooser is now a multi-select component
- each multi-select-component will now display selection on one row
- inlines dasherize helper in sk
- uses an ajax helper to load wizard's ajax lib when in wizard
- amends wizard's ajax lib to work with string as first arg
- disabled loading spinner in wizard as it's not available
1. It defaults to `cache: true` already
2. Setting it to `false` for non-GET request doesn't do anything
3. We were correcting `cache: false` GET requests to use `cache: true`
…so setting it to anything at all, for any type of request doesn't make sense (anymore)
