DEV: Rename I18n imports to discourse-i18n (#23915)
As of #23867 this is now a real package, so updating the imports to
use the real package name, rather than relying on the alias. The
name change in the package name is because `I18n` is not a valid
name as NPM packages must be all lowercase.

This commit also introduces an eslint rule to prevent importing from
the old I18n path.

For themes/plugins, the old 'i18n' name remains functional.

DEV: Start renaming cookAsync() function to cook() (#23462)
Some time ago, we introduced the `cookAsync` instead of the existing 
`cook` function, and planned to migrate everything to it. Then after 
migrating, we wanted to raname the function to simply `cook`.

I've checked Core and plugins, and currently we call `cookAsync` everywhere, 
there are no calls to the `cook` function anymore. So we're good 
to proceed with this refactoring.

This PR makes the first step by making current cookAsync and cook functions 
do the same thing. Effectively now the `cook` function becomes an alias 
for the `cookAsync` function.

This PR introduces three new concepts to Discourse codebase through an addon called "FloatKit":

## Tooltips
### Component

Simple cases can be express with an API similar to DButton:

5. Remove `type="button"` (it's the default)

the local dates modal into a core component that can be reused
in other places. Also add system specs to make sure there isn't
any breakages with this feature, and a section to the styleguide.

DEV: introduce Ember <template> tag support (.gjs) (#22719)
The gjs/gts formats are a new pattern for authoring Ember components. This commit introduces support for these patterns to our build pipeline for core/plugins, and converts a handful of components to use the new format. It also introduces relevant updates to our linting config, and to our sample vscode configuration.

Ember 4.x will be removing the 'named outlet' feature, which were previously relying on to render modal 'controllers' and their associated templates. This commit updates the modal.show API to accept a component class, and also introduces a declarative API which can be used by including the <DModal component directly in your template.

FEATURE: Add word count and indicator when exceeded max (#19367)
**This PR creates a new core reusable component wraps a character counter around any input.**

The component accepts the arguments: `max` (the maximum character limit), `value` (the value of text to be monitored).

It can be used for example, like so:

  <CharCounter @max="50" @value={{this.charCounterContent}}>
    <textarea
      placeholder={{i18n "styleguide.sections.char_counter.placeholder"}}
      {{on "input" (action (mut this.charCounterContent) value="target.value")}}

**This PR also:**
1. Applies this component to the chat plugins edit channel's *Edit Description** modal, thereby replacing the simple text area which provided no visual indication when text exceeded the max allowed characters.

DEV: Remove Ember.TEMPLATES and centralize template resolution rules (#19220)
In the past, the result of template compilation would be stored directly in `Ember.TEMPLATES`. Following the move to more modern ember-cli-based compilation, templates are now compiled to es6 modules. To handle forward/backwards compatibility during these changes we had logic in `discourse-boot` which would extract templates from the es6 modules and store them into the legacy-style `Ember.TEMPLATES` object.

This commit removes that shim, and updates our resolver to fetch templates directly from es6 modules. This is closer to how 'vanilla' Ember handles template resolution. We still have a lot of discourse-specific logic, but now it is centralised in one location and should be easier to understand and normalize in future.

This commit should not introduce any behaviour change.

A wrapper for `later()` from `@ember/runloop`, similar to `discourseDebounce`. It automatically reduces the delay in testing environment.
