DEV: Absorb onebox gem into core (#12979)
* Move onebox gem in core library

* Update template file path

* Remove warning for onebox gem caching

This code was used in standalone onebox Sinatra application

* Merge Discourse specific AllowlistedGenericOnebox engine in core
