DEV: Update moment and moment-timezone (#26089)
* Bump the moment-timezone version in package.json
* update yarn lock
* bump moment
* bin/rails javascript:update
* npx yarn-deduplicate
* update the spec (not sure which tz changed exactly but there's a 1 hour difference now for year 2018 and earlier 🤷‍♂️)
