FIX: Error when loading a channel with threading enabled but no threads (#22434)
Without this fix, the following error is raised:

```
ActiveRecord::StatementInvalid:
  PG::SyntaxError: ERROR:  syntax error at or near ")"
  LINE 4:   WHERE thread_id IN ()
```
