DEV: Use same excerpt everywhere in chat (#22319) ...

Followup to c6b43ce68b625a90ec09c62971ef0998676f994f

We can just use the rich excerpt everywhere since we know
we don't need text_entities -- that introduced security issues
just to fix a spec.
