Sam Saffron 30990006a9 DEV: enable frozen string literal on all files

and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

# frozen_string_literal: true
# NOTE: only doing this in development as some production environments (Heroku)
# NOTE: are sensitive to local FS writes, and besides -- it's just not proper
# NOTE: to have a dev-mode tool do its thing in production.
