DEV: adds a addChatDrawerStateCallback API (#20640)
Usage:

```javascript
api.addChatDrawerStateCallback(({ isDrawerActive, isDrawerExpanded }) => {
  // do something
});
```

Note this commit also uses this new API to add a css class (chat-drawer-active) on the body when the drawer is active.
