Revert "Try to move rust CI back to 1.70"
Should *hopefully* be fixed by deleting the cache at https://github.com/fish-shell/fish-shell/actions/caches.

Try to move rust CI back to 1.70
1.71 seems to have weird issues on Github Actions and that makes the
tests fail for no good reason
(gosh dangit YAML)
