50d88d4547 Improve emoji autocomplete dropdown 
- Add a key to each list item so that Mithril's diffing algorithm is used correctly. This prevents the emoji images from remaining for half a second before they update to a new suggestion.
- Clean up styles. The `PostPreview` doesn't really belong here.

d1ce9b1fd0 Grant global discussion permissions so that unrestricted tag permissions work 
Say you have limited viewing/starting discussions globally to admins, and then have a single tag which allows everyone to view/start discussions. Previously this wouldn't work as expected because the non-admin would be stopped because when the core command checks for the global permission.

c9401ce150 Tweak UX on mobile 
Since Mobile Safari automatically resizes iframes to fit their content, we need to avoid using position:fixed. In this commit we:

- Eliminate use of position:fixed for dropdowns. They are instead displayed statically, like on desktop.
- Reposition modals when they are shown according to the parent window's scroll position.
- Tweak the toolbar's appearance and height on mobile.

These are the translations for Laravel's Validation component. They are in their own top-level namespace. Unlike the rest of Flarum's translations, the variables are marked by a :colon prefix rather than {curlies}.

eff26abc6a Switch to new plural format 
Flarum is now powered by Symfony's Translation component, which has a more powerful pluralization system. The rules for all locales are included in core so they no longer need to be included per-language pack. See http://symfony.com/doc/current/components/translation/usage.html#pluralization to learn about the format.

2b55cfc78f Add a LICENSE file 
Because the skeleton is using the MIT License, we should add the LICENSE
file. It will prevent translators to release the language extension
without a LICENSE file (MIT or not, they will be able to change that
file accoring to their choosen license). This will be explained in the
future L10n documentation.
