fixes #1480 This is a suggestion to improve clarification of what a feature request on our issue tracker should entail. Changes made: - uppercased "IMPORTANT" instead of a "Note" to clarify the importance of the comment - removed the "serious" related information, because users often have no scale to rate seriousness against - brought more attention to approval by a core developer or argumentation and implementation by moving that to the front
