Revision compiler revised (#2805) ...

- revisions now use <asset>.<type>?v=<revision> instead of <asset>-<revision>.<type>- remove deprecated filename for revision method
- reconsider use of cache differentiator and implement something that
prevents recompiling css every single time
- allow force recompilation
