Use cat-file --batch in GetLanguageStats (#14685) 
* Use cat-file --batch in GetLanguageStats

This PR moves to using a single cat-file --batch in GetLanguageStats
significantly reducing the number of processes spawned during language stat
processing.

Git Module

This module is merged from https://github.com/go-gitea/git which is a Go module to access Git through shell commands. Now it's a part of gitea's main repository for easier pull request.
