* Allow commenting empty lines given configuration

    If g:NERDCommentEmptyLines=1 then it will comment empty line, which is
    useful when commenting blocks.

    When uncommenting it will delete any trailing whitespace.

* Add documentation for NERDCommentEmptyLines
