Docking is a leftover from older header code, it looks like it is no
longer used in the app. This helper was registering a scroll event
listener to check if the header should be docked or not. Initially, a
"docked" class was added to the body element. This class persisted
through the lifecycle of the app and the scroll event was doing no
useful work.
Some older themes may still use it in CSS, that will cause a regression,
from a quick look at existing code, the surface area should be small
(2-3 themes). It's worth removing the event listener for performance
reasons. We could possibly add the class "docked" statically to the body
element, but it's redundant. It's best to clean up the relevant CSS in
themes, where applicable.
This doesn't change anything in 99.9% of cases - by default d-header has only one child element `.wrap`.
There are only two themes that I'm aware of that add another child:
1. discourse-categories-navbar - which I'm currently updating to use the new header APIs, and where the column layout makes more sense
2. a private theme, which was recently updated to use those APIs and that works around the current layout by applying `flex-wrap: wrap` to d-header (I'll remove that override as it conflicts with this change)
We had two issues which were present for a long time I think:
- one that impacts both core discourse and chat. We were not setting top on the header when `footer-nav-ipad` was present, meaning that you could make it scroll under if you try to scroll up by putting your finger on the discourse header
- one that impacted only chat. It's also present in core, but in core it's not a probem because we don't have a fixed height div. The body height was higher than the screen which would cause a second scrollbar to appear and would slightly break layout, if you scroll on this scrollbar (body).

This PR adds separate notification indicators for PMs and reviewables that have arrived since the last time the user opened the notifications menu.
The PM indicator is the strongest one of all three indicators followed by the reviewable indicator and then finally the blue indicator. This means that if there's a new PM and a new reviewable, then the PM indicator will be shown.

Reverts #18241 and fixes issues with the original PR:
1. Remove an extraneous `margin-left: auto` from a grid cell (this was causing the buggy behavior in webkit)
2. Add `grid-area` name to `.extra-info-wrapper`
3. Account for `.wrap` padding
4. Remove unused css (`.header-row` and inner styles)
When the experimental Sidebar is enabled, the hamburger drop down is replaced by a sidebar drop down. A user is given the ability to dock and undock the sidebar depending on their personal preference.
Do also note that the experimental sidebar is well, considered experimental at this point so I do not intend for the features here to be perfect. What I aim to do here is to ship the changes fast so that it can be used internally by the team to provide feedback. Custom links added by plugins and dark mode toggle has not been implemented as part of this commit as I aim to tackle it in another commit.
