This commit introduces a new feature that allows staff to bulk select and delete users directly from the users list at `/admin/users/list`. The main use-case for this feature is make deleting spammers easier when a site is under a large spam attack.

This commit modernizes the post menu by migrating it from the existing widget-based implementation to Glimmer components. This transition aims to improve the maintainability, performance, and overall developer experience.
It also introduces a new DAG-based transformer API for customizations that aims to be more flexible than the widget base one.

When performing bulk dismissal in Unread and New views, the dismiss button stays at the top of the UI. Because of this we want to provide the dismiss action also in the "sticky" menu that's always in view, even when scrolling a long list of topics.

In the linked commit, as part of simplifying the invite modal, we removed the option to skip sending an email when creating an invite restricted to a specific address. This has caused confusion about whether an email will be sent by Discourse or not, so we're adding back the option to create a restricted invite without emailing.
Internal topic: t/134023/48.
This commit simplifies the initial state of the invite modal when it's opened to make it one click away from creating an invite link. The existing options/fields within the invite modal are still available, but are now hidden behind an advanced mode which can be enabled.
On the technical front, this PR also switches the invite modal to use our FormKit library.

This adds dedicated routes for /login and /signup, replacing the use of modals. Currently, this is behind the experimental_full_page_login feature flag. It also includes some small consistency fixes related to formatting, spacing, icons, and the loading of certain elements
This commit fixes a bug where the silence button is incorrectly displayed on the admin page of a staff user. It's not actually possible to silence a staff user because the backend correctly prevents it, but the frontend isn't checking if the button should be displayed.
Another small bug that this commit fixes is the similar users list not showing up inside the silence/suspend modals due to also a bug in the frontend.
I've also changed the way similar users are loaded so that they're not returned by the `admin/users#show` endpoint anymore and moved them into a new endpoint that the penalize modals (suspend and silence) can call directly to retrieve the list of users. This is done because the similar users list is never shown on the admin user page (`/admin/users/:user_id/:username`); they're only needed when the suspend or silence modals are opened.

We're planning to implement a feature that allows adding required fields for existing users. This PR does some preparatory refactoring to make that possible. There should be no changes to existing behaviour. Just a small update to the admin UI.

A change in relative picker was causing a serie of events which ultimately would cause the whole list of time options to be reset and re-rendered which would cause a new instance of the picker to be created, causing a reset.
The fix is using id in the each loop to help ember identify that it doesn’t have to re-render a specific component.
This commit will now change two behaviors:
- If composer is already opened on a specific post and we click on edit again for the same post, we will do nothing and not show the discard draft modal
- if composer is shrinked and we click on edit for the same currently edited post, we will just open the composer and not show the discard draft modal
The bulk actions menu for topics has multiple options to work
with tags on topics (append, replace, remove). Our tagging system
along with categories allows for some complicated tag restrictions
to be applied via tag groups. This was a problem for the topic bulk
actions because you couldn't append restricted tags to topics.
This commit allows restricted tags to be used in bulk tagging actions
as long as all selected topics are for a sole category. The category
information will be shown in the modal, and the category ID is used
for the tag search.

The Digital Services Act requires a checkbox for any user who's flagging a post as illegal to confirm that they are flagging in good faith. This PR adds that.
Checking group permissions on the client does not work,
since not all groups are serialized to the client all
the time. We can check `uploaded_avatars_allowed_groups`
on the server side and serialize to the current user
instead.
Why this change?
Some of the tests in `spec/system/table_builder_spec.rb` are flaky when
we are asserting that clicking the cancel button will close the modal.
This change attempts to fix it by using the `click_button` method
instead of `find` then `click` which is more reliable.
This PR refactors the following:
* leaving all the CSS applied to the old `modal-body` classes in their respective files
* made new clean styling for `.d-modal` and refactored the template to use the new BEM classes
* `inner-`, `middle-`, `outer-` container classes are gone and replaced with simplified `wrapper` and `container` classes
* use standardised max-sizes with modifiers `-large` and `-max`
* lighter backdrop,
* min-width to prevent puny modals
* other styling changes regarding padding, close button,…
* pulled out all modal overrides into a general `modal-overrides` file + cleanup of outdated CSS
* pulled out login and create account modal styling into their own file, cause it's such a big override
* removed old general login.scss file for mobile & desktop
* only kept some remainders I don't want to touch in `app/assets/stylesheets/common/base/login.scss`
This commit fixes an issue where clicking the default
"Take Action" option on a flag for a post doesn't always
end up with the post hidden.
This is because the "take_action" score bonus doesn’t take into account
the final score required to hide the post.
Especially with the `hide_post_sensitivity` site setting set to `low`
sensitivity, there is a likelihood the score needed to hide the post
won’t be reached.
Now, the default "Take Action" button has been changed to "Hide Post"
to reflect what is actually happening and the description has been
improved, and if "Take Action" is clicked we _always_ hide the post
regardless of score and sensitivity settings. This way the action reflects
expectations of the user.
Why this change?
When we're in the midst of loading more tags, the filter dropdown
is still enabled and may result in us firing off multiple requests to
the server to load more tags. This makes the loading hard to reason
about in the tests environment and has led to flaky tests.
What does this change do?
This changes disables the filter dropdown when more tags are being
loading.
This commit adds a new Revise... action that can be taken
for queued post reviewables. This will open a modal where
the user can select a Reason from a preconfigured list
(or by choosing Other..., a custom reason) and provide feedback
to the user about their post.
The post will be rejected still, but a PM will also be sent to
the user so they have an opportunity to improve their post when
they resubmit it.
Why this change?
When setting up the `IntersectionObserver`, we did not account for the
top margin and padding causing no intersection event to fire when the
last tag is load into view. This commits fixes the problem by setting a
bottom margin using the `rootMargin` option when setting up the
`IntersectionObserver`.
This commit also improves the test coverage surrounding the loading of
more tags.
Why is this change being made?
We've decided that the previous "community" section should look more
like a primary section that holds the most important navigation links
for the site and the word "community" doesn't quite fit that
description. Therefore, we've made the decision to drop the
section heading for the community section.
As part of removing the section heading, the following changes are made
as well:
1. Button to customize the section has been moved to the "footer" of the
"More..." section when `navigation_menu` site setting is set to `sidebar`.
When `navigation_menu` is set to `header dropdown`, a button to customize
the section is shown inline.
2. The section will no longer be collapsable.
3. The title of the section is no longer customisable as it is no longer
displayed. As a technical note, we have not dropped any previous
customisations of the section's title previously in case we have to
bring back the header in the future.
4. The new topic button that was previously present in the header has
been removed alongside the header. Admins can add a custom section
link to the `/new-topic` route if there would like to make it easier for
users to create a new topic in the sidebar.
Previously , the test was flaky and failing with a selenium stale
element error because we were retrieving the tag nodes with `all` and
then calling `.map(&:text)` on it. However, there is a chance that a
re-render happens and those nodes will end up being stale resulting in
the selenium error.
Why this change?
A new component based API for modals was introduced in
b3a23bd9d6. This commit moves the edit
navigation menu tags and categories modal to the new API.
Why does this change do?
If the `fixed_category_positions` is `false`, we want to order the
categories in the edit navigation menu categories modal by name. This
makes it easier to filter through a large list of categories.
This commit also fixes a bug where we were unintentionally mutating the
`this.site.categories` array.
What does this change do?
This change adds a dropdown filter that allows a user to filter by
selected or unselected categories/tags in the edit navigation menu
modal.
For the categories modal, parent categories that do not match the
dropdown filter will be displayed as disabled since those parent
categories need to be displayed to maintain the hieracy of the child
child categories.
Why this change?
There was alot of duplication between the edit navigation menu tags/categories modal which
was making it hard to introduce new changes as the work had to be
duplicated into multiple places.
This commit mainly extracts the duplicated code into common components
such that it is easier to make styling changes across both modals.
What this change?
When a user opens the modal to edit tags or categories for the
navigation menu, we want to input filter to have focus. This commit
fixes that by doing the following:
1. Changes <DModal> component such that it prioritises elements with the
autofocus attribute first.
2. Adds `autofocus` to the input elements on the edit tags/categories
modal form.
