* Only show the required wizard steps in the counter, so we do X/4

Update the header of the admin Email Style page to be more consistent with the rest of the admin UI.
The HTML/CSS tabs have also been updated, which required an extra check being added to the NavItem component.
`discourse-common` was created in the past to share logic between the
'wizard' app and the main 'discourse' app. Since then, the wizard has
been consolidated into the main app, so the separation of
`discourse-common` is no longer useful.
This commit moves `discourse-common/(lib|utils)/*` into
`discourse/lib/*`, adds shims for the imports, and updates existing
uses in core.

In #30096 we converted the API keys UI to follow the new admin UI guidelines.
During this conversion, the step where you get a chance to copy the API key after creating, was lost due to a rebase mistake.
This re-introduces it.
This commit finalises the admin setting page consistency
efforts by:
* Converting all route templates into .gjs
* Adding `@hideTabs={{true}}` for all the page headers so we
don't show a border line when it's not needed
* Introduce `@showBreadcrumb` and default to true for
AdminAreaSettings, for all these pages the Settings part of
the breadcrumb is redundant
3135f472e2c4221a9348aec27514d3e2947bc9ab added a nifty new FontSelector component, which creates a dropdown where each item is styled in the font that it corresponds to.
This change uses the new component to style the base_font and heading_font site setting selectors, too.
The chat emoji picker is renamed emoji-picker, and the old emoji-picker is removed.
This commit doesn't attempt to fully rework a new emoji-picker but instead tries to migrate everything to one picker (the chat one) and add small changes.
Other notable changes:
- all the favorite emojis code has been mixed into one service which is able to store one state per context, favorites emojis will be stored for all topics, and for each chat channel. Meaning that if you always use a specific emoji in a channel, it will only show as favorite emoji in this channel.
- a lot of static code has been removed which should improve initial load perf of discourse. Initially this code was around to improve the performance of the emoji picker rendering.
- the emojis are now stored, once the full list has been loaded, if you close and reopen the picker it won't have to load them again.
List of components:
- `<EmojiPicker />` will render a button which will open a dropdown
- `<EmojiPickerContent />` represents the content of the dropdown alone, it's useful when you want to render a picker from an action which is not the default picker button
- `<EmojiPickerDetached />` just a simple wrapper over `<EmojiPickerContent />` to make it easier to use it with `this.menu.show(...)`

Make the Files and Other config pages reached from the sidebar
use our consistent site setting page rules.
Also slightly improves AdminAreaSettings so we don't show
"Settings not found" when still loading settings.
Experimental "What's new?" feature feed items previously calculated
a boolean for experimentEnabled on the client based on the siteSettings
service, and this would control the initial state of the experiment
toggle.
However this requires the person who creates the site setting for the
experiment to remember to set it to `client: true`. This commit removes
that manual step by calculating whether the experiment is enabled
server-side, where we have access to all the site settings.
This version number is a technical detail that controls
what items show up on certain sites, most admins don't
need this level of detail. Remove it here, maybe we can
add it back in some hidden way later if needed.
The customize routes add CSS classes that make these admin
config pages look different from the ones under /admin/config.
We want all config routes to be under /admin/config as well.
This commit moves the emoji, user fields, and permalinks pages
out of customize and into config, updating all references and
adding more rails routes as needed.
Also renames admin emojis route to emoji, emoji is singular and plural.
Setting tab should be added to permalinks so admins do not need to have left `/permalinks`.
A new component called `AreaSetting` was added to avoid duplications and
simplify adding settings to other sections.
This converts the `<AdminPageHeader />` component and the
`<AdminPageSubheader />` components into new components
that can be used outside of admin, and updates the CSS classes.
Also introduces a `<DPageActionButton />` component and child
components for the header action buttons.
I have to keep the old admin-only components around for
now until plugins are updated, then we can remove it,
and remove the re-exports that are done within
admin-page-action-button.gjs

Some pages like new/edit item should not display admin header. New attribute called `@shouldDisplay` was added.

The fix above was good, but I would prefer to give
the option of untranslated vs translated label like
I have for other admin components for consistency.
The chart component was not rerendering if the chart
config passed to it was changed, this commit fixes the issue
by getting the config from `this.args` before trying to
access it inside an async call, so if the args change Ember
correctly rerenders. Also adds tests for this and general
chart rendering.

Sometimes changes to "What's new?" feed items are made or the feed items are
removed altogether, and the polling interval to check for new features is 1 day.
This is quite long, so this commit introduces a "Check for updates"
button for admins to click on the "What's new?" page which will bust
the cache for the feed and check again at the new features endpoint.
This is limited to 5 times per minute to avoid rapid sending of
requests.
The Admin UI guidelines states that buttons should have text, not icons. This was an oversight on the admin emoji listing.
Part of this change is also opportunistically removing the CSS file for admin emojis, none of which is used any more since the conversion.
This commit introduces a new feature that allows staff to bulk select and delete users directly from the users list at `/admin/users/list`. The main use-case for this feature is make deleting spammers easier when a site is under a large spam attack.

This moves the logic of setting the correct permalink values back into the controller. And it replaces the validation with a simpler one, that always works, even when the model is loaded from the DB.
Follow-up to #29634 which broke import scripts and lots of documentation on Meta.
In particular, this applies:
- new `discourse/no-implicit-this` template-lint rule
- `init`/`willDestroy` ordering enforcement
- `lines-between-class-members`
Because of an oversight in a previous PR, the breadcrumb link when visiting Admin > Emoji > Settings was broken. The correct path is customize, not config.
