This commit refactors the Wizard component code in preparation for moving it to the 'static' directory for Embroider route-splitting. It also includes a number of general improvements and simplifications.

Files in `/assets/*` are given digests by sprockets, and we don't have any infrastructure for accessing those URLs in SCSS files. Instead, we should put this image with other similar images in the `public/images` directory, and then use the `absolute-image-url` helper so that it correctly uses the CDN where available.

The dark-mode-friendly SVG mask for the wizard's background image
introduced in 8fcfb9586c does not work with
CDNs, because CORS restrictions apply to SVG masks.
It would be complicated to modify CDN access origin rules for this one
specific assets, so instead, this PR moves the contents of the SVG file
inside the stylesheet.
Allows site administrators to pick different fonts for headings in the wizard and in their site settings. Also correctly displays the header logos in wizard previews.
The in-app select-kit stylesheet references some of the CSS vars we recently added. This commit ensures that those vars are available when that sheet is complied since the wizard lives outside of the app.
- Delete a positive tabindex from a reused component
- Copy :hover styles to :focus
- Replace an 'outline: 0' rule with a TODO for a custom :focus style
Discovered while fixing the no-positive-tabindex lint.
