The `details_enabled` site setting description did not clearly convey what it controls.

- removes the option from site settings
- deletes the site setting on existing sites that have it
- marks posts using emojis as requiring a rebake
Note that the actual image files are not removed here, the plan is to
remove them in a few weeks/months (when presumably the rebaking of old
posts has been completed).
Using arrow functions changes `this` context, which is undesired in tests, e.g. it makes it impossible to setup things like pretender (`this.server`) in `beforeEach` hooks.
Ember guides always use classic functions in examples (e.g. https://guides.emberjs.com/release/testing/test-types/), and that's what it uses in its own test suite, as do various addons and ember apps.
It was also already used in Discourse where `this` was required. Moving forward, it will be needed in more places as we migrate toward ember-cli.
(I might later add a custom rule to eslint-discourse-ember to enforce this)
In newer Embers jQuery is removed. There is a `find` but it only returns
one element and not a jQuery selector. This patch migrates our code to a
new helper `queryAll` which allows us to remove the global.
We used many global functions to handle tests when they should be
imported like other libraries in our application. This also gets us
closer to the way Ember CLI prefers our tests to be laid out.
This is where they should be as far as ember is concerned. Note this is
a huge commit and we should be really careful everything continues to
work properly.
Per the linked site (http://mths.be/details) and https://caniuse.com/#feat=details the <details> element is supported since Chrome 12/Safari 6/Firefox 49/Edge 79. IE 11 doesn't handle them, but we dropped the support for that browser.

* FIX: Memory Leaks when decorating posts
Previously we'd keep creating mixins dynamically when decorating the
same class.
This code changes the API to recommend an `id` parameter for each
decorator which will avoid leaks. All plugins should be updated to
include this parameter, although if they don't in the meantime it'll
just mean a warning in the console (and a continued leak.)
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
